Funny. I actually didn't pick up Imperator at first because roman history doesn't interest me. Later, I thought it might be worth the investment after seeing a youtube clip. I looked into some guides and found that instead of looking like a game centered around the roman empire, it instead seemed like "Crusader Kings:Ancient Rome" as you put it, as was turned off from ever trying it. Even now I hear its gotten pretty good but have never bothered to look again because it seems too crusader kingsy for me. I already have that. Maybe its not like that, I just find it funny that your claim of what people wanted from it is what I saw and made me turn from it.
As for complaints over new features causing massive backlash, I again have to disagree with your memory's. I played crusader kings 2 just after "Way of Life" released. Things were chill. A year or two later, defensive pacts were added and had serious problems and the forums were filled mostly with bugs, glitches, and complaints about the feature, just like now. I didn't join EU4 until Golden century, but I can assure you that was as much as a fire then as it was today over how poorly features were implemented. Since then, every EU4 DLC has had poor implementation and backlash from the forums and from the way people discuss the "new world" mechanic, changes to navy, and other old features on the forum, its likely been this way far longer than I've been here.
