One question: why bother with military access?
OK, two questions

What's your WE like at the moment?
It looks like managing the wars will get easier after the second round, so to speak, when you start annexing all those smaller nations you've now reduced down to just the one province.
MA before the war or in some of the peace deals?
1 - Before - So I wouldnt have to plan every minor detail of each campaign and I could just send large armies all over the place without being too concerned about attrittion.
2 - During peace deals...Yeah bit wasted there....
WE is at 14% in the captured provinces, 7% at home and 8% in France and the Americas.
The thing is rebels are starting to be a major concern, they are popping up all over the place, English China is infested with them and they fight like the English...they have completely destroyed some English armies

. And the Empire is just not producing enough troops to cover the losses at the moment, if I had a wad of diplomats I could easily sue for peace with all my enemies and bide some time...some things are looking up but some are looking bad....Im starting to dread every turn of the month, sometimes its with relief...sometimes horror as another 2/4 rebellions break out

. This is worse than I had expected so early in the world war, Im starting to wish Id built alot more troops before the outbreak of war and had let the manpower pool go back up.

Is there some reason you've been avoiding the last level of trade and infra?
I actually tried to get trade 10 that decade, however I got two -stab events, one assassination of noble -1 stab, and one were I had to choose between -1 aristocracy, -1 centralization or -2 stab, I chose to lose the stab. So Ive been investing heavily there, trying to maintain +2 stab,
