HIS IMPERIAL MAJESTY OF THE EMPIRE OF JAPAN
RESOLVED to mark a new stage in the process of Eurasian integration undertaken
with the establishment of the Eurasian Communities,
RECALLING the historic importance of the ending of the division of the Eurasian
continent and the need to create firm bases for the construction of the future Eurasia,
CONFIRMING their attachment to the principles of order, authority and respect for
common values and fundamental institutions and of the rule of law,
DESIRING to deepen the solidarity between their peoples while respecting their history,
their culture and their traditions,
DESIRING to enhance further the orderly and efficient functioning of the
institutions so as to enable them better to carry out, within a single institutional
framework, the tasks entrusted to them,
RESOLVED to achieve the strengthening and the convergence of their economies and
to establish an economic and monetary union including, in accordance with the
provisions of this Treaty, a single and stable currency,
DETERMINED to establish a common military command and regional alliance where
an attack on one member is an attack on all members,
RESOLVED to implement a common foreign and security policy including the eventual
framing of a common defence policy, which might in time lead to a common defence,
thereby reinforcing the Eurasian identity and its independence in order to promote
peace, security and progress in Eurasia and in the world,
REAFFIRMING the mutual respect of the signatory states and their territorial sovereignty,
RESOLVED to continue the process of creating an ever closer union among the peoples
of Eurasia, in which decisions are taken as closely as possible to the citizen in
accordance with the principle of subsidiarity,
IN VIEW of further steps to be taken in order to advance Eurasian integration,
HAVE DECIDED to establish the Pan Eurasian Coalition.
Article 1
The Contracting Parties undertake to refrain in their international relations from the threat or use of force, and to settle their international disputes peacefully and in such manner as will not jeopardize international peace and security.
Article 2
The Contracting Parties declare their readiness to participate in a spirit of sincere cooperation in all international actions designed to safeguard international peace and security, and will fully devote their energies to the attainment of this end.
The Contracting Parties will furthermore strive for the adoption, in agreement with other states which may desire to cooperate in this, of effective measures for universal reduction of armaments and other weapons of destruction.
Article 3
The Contracting Parties shall consult with one another on all important international issues affecting their common interests, guided by the desire to strengthen international peace and security.
They shall immediately consult with one another whenever, in the opinion of any one of them, a threat of armed attack on one or more of the Parties to the Treaty has arisen, in order to ensure joint defence and the maintenance of peace and security.
Article 4
In the event of armed attack in Europe, the pacific, Asia on one or more of the Parties to the Treaty by any state or group of states, each of the Parties to the Treaty, in the exercise of its right to individual or collective self-defence in accordance with International Law, shall immediately, either individually or in agreement with other Parties to the Treaty, come to the assistance of the state or states attacked with all such means as it deems necessary, including armed force. The Parties to the Treaty shall immediately consult concerning the necessary measures to be taken by them jointly in order to restore and maintain international peace and security.
Article 5
The Contracting Parties have agreed to establish a Joint Command of the armed forces that by agreement among the Parties shall be assigned to the Command, which shall function on the basis of jointly established principles. They shall likewise adopt other agreed measures necessary to strengthen their defensive power, in order to protect the peaceful labours of their peoples, guarantee the inviolability of their frontiers and territories, and provide defence against possible aggression.
Article 6
For the purpose of the consultations among the Parties envisaged in the present Treaty, and also for the purpose of examining questions which may arise in the operation of the Treaty, a Political Consultative Committee shall be set up, in which each of the Parties to the Treaty shall be represented by a member of its Government or by another specifically appointed representative.
The Committee may set up such auxiliary bodies as may prove necessary.
Article 7
The Contracting Parties undertake not to participate in any coalitions or alliances and not to conclude any agreements whose objects conflict with the objects of the present Treaty.
The Contracting Parties declare that their commitments under existing international treaties do not conflict with the provisions of the present Treaty.
Article 8
The Contracting Parties declare that they will act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the others and non-interference in their internal affairs.
Article 9
The present Treaty is open to the accession of other states, irrespective of their social and political systems within the geographical confines of Eurasia, which express their readiness by participation in the present Treaty to assist in uniting the efforts of the peaceable states in safeguarding the peace and security of the peoples. Such accession shall enter into force with the agreement of the Parties to the Treaty after the declaration of accession has been deposited with the Government of the Indonesian Confederation and upon a successful simple majority vote by the political consultative committee and recommendation by any alliance member.
Article 10
The present Treaty is subject to ratification, and the instruments of ratification shall be deposited with the Government of the Indonesian Confederation. The Treaty shall enter into force on the day the last instrument of ratification has been deposited and voted upon by simple majority vote notwithstanding Hegemons veto. The Government of the Indonesian Confederation shall notify the other Parties to the Treaty as each instrument of ratification is deposited.
Article 11
Upon signing of the treaty China will first hold the office of Hegemon with the offices of Stratego and Polemarch to be appointed at will by the Hegemon, every “2 Sessions” a new election for the office of Hegemon is to be held by a simple majority vote, should there be no clear majority then the previous Hegemon remains in power but must select a new second based on the most votes. Otherwise second place getting getting the position of Polemarch or Strategos, whichever is most appropriate. Also to run for the position of Hegemon you must be nominated by at least one other member state.
Article 12
The office of Hegemon is the de jure leader of the Coalition, with the power to represent the Coalition to any outside power, has the power to break tie votes during voting on resolutions, and presides over the Political Consultative Committee(s) and the power to veto proposed resolutions during sessions.
Article 13
The office of Stratego is the de facto Generalissimo of the Coalition and is in charge of planning and implementing military strategy and deployments. The Hegemon can overrule the Strategos commands if any one member raises an issue.
Article 14
The office of Polemarch is the Grand Admiral of the Combined Pan Eurasian Navy and duties apply the same as above in article 13 but for Sea forces.
Article 15
The office of General-Secretariat is to take record of all meetings by the Political Consultative Committee(s).
Article 16
Which ever position is chosen to be the “Second-in-Command” also has the power to veto resolutions unless there is a super majority approval of 4-1.

- Declares an oil embargo against all signatory nations of the Pan-Eurasian Co-Prosperity Pact,
- Offers a hand of friendship to those states most threatened by the expansionist aims of the Pact nations,
- And promises to supply oil to those who are willing to stand against tyranny.

In that deceleration both China and Japan are listed as "Imperial", but both nations are democracies? Is this a gameplay concession or a player oversight?
What, you never heard of the First Diaspora? Norway has spent 400 years clawing its way back from that disaster. Then we have the First and Second French wars, the War of the Baltic League, the Breton Reconquest and consequent Second Diaspora, and as late as 1900 the War-In-Sight Crisis.
