Is it possible to make some events that will change the economy value of a county? It will help a lot because then we won't have vassals without improvements that have the icome value -0 and than we won't have to send money to them.

Yes, its true but select the economy map in the game and you will see. There are counties in the game that lose money when they are normal and look at Venece for example and they gain a lot of gold even if they are at struggling
