You must create an event that gives you national claims on all african territories, or just mod it in without an event. With it you could just try to claim the regions you want from for example Belgium ,Liberia or Spain 
You could also create an event in which Liberia cut their ties with the imperialist american warmongers and instead joins the union. An african anshluss, you should ofc get their divisons too, just like in the real anshluss event.
