I believe so, yeah. I don't remember reading anything about water provinces having been changed in E3... don't quote me on it though, I'm not 100% sure....

This has nothing to do with the map, but I noticed that Italy has, aside from its Fleet-in-Being doctrines, the first one from the other tree (Indirect Approach).

I have copied all tech trees and techs setup from original DH full files so it may be DH full related problem.

I added few hundred sea-zones, mostly in IDs range 7456-7891.

But borders in which area, in Arabia, Balkans, Caucasus?
Probably the edges around the Arabian peninsula need the most attention.
Also is it possible to split Jerusalem into two provinces?
Because of the original deal to have it under U.N. control.

what concrete changes do you suggest (maps maybe)?
Maybe something like these.
In these two maps you can notice that the borders for the Arabian peninsula are much more narrow,
and at the top much more rounded.

Also I was thinking you could add in Jerusalem as it's own province seen here in the original United Nations plan.

The actual Ottoman border based on map like this. Small changes would mean to change the current map of Syria. Or find small cities in the desert for province names for small desert provinces.

At least in Transjordan and Mesopotamia areas Ottoman-Arabian borders were clearer.

Syria:
I would keep borders in Syria unchanged as redrawing them to fit some unspecified borders of Ottoman Empire would much more complicate the sitation and would need to add few provinces in uninhabited areas. For the same reason I used only an old Jordan-Saudi Arabian border, before territory exchange between those countries ( http://upload.wikimedia.org/wikiped...iers-en.svg/500px-Jordan_frontiers-en.svg.png ) and some neutral areas between (Iraq-Saudi Arabia, Saudi Arabia-Kuwait).

Jerusalem:
It was planned, I just need to find place for West Jerusalem nameplate and Arabic names for East Jerusalem and West Jerusalem. I know only that Jerusalem itself is al-Quds, but how should 'East' and 'West' correctly be named?

Iraq:
I'll see what can be done here.

in northern Spain, more specifically bilbao province should be divided into two ie bilbao and san sebastian.

Jerusalem:
It was planned, I just need to find place for West Jerusalem nameplate and Arabic names for East Jerusalem and West Jerusalem. I know only that Jerusalem itself is al-Quds, but how should 'East' and 'West' correctly be named?

West Jerusalem would be al-quds al-ḡarbiyya. Eastern Jerusalem would be al-quds al-šarqiyya
