Having no Zhili province defined in an area is fine I guess as long as I can switch allegiances for the province with correct borders via province ids.
I do want to suggest that the center area where CXB and Communist China (Gansu area) maybe could be made slightly inaccurate for ease of modding. Expand the Gansu area north into Ningxia and pull it a bit back from Shaanxi. This would make it so that I don't need to use province ids when switching control around the border there. Although I dunno if someone would oppose it. I'm fairly certain for 1914-1945 era mods it should be beneficial. For ahistoric or MDS mods though it wouldn't be a good idea since CXB doesn't exist.
