It is true that the Japanese control some rich land in China and we alone are not that powerful compared to our southern neighbour. But there is also a strong power to our north...

By choice. My test runs 2-3 sessions ago, the AI would always form Shan within a few months, so she's definitely able to form it if she wants to.
