The deficit of Rubber

Will we have to negotiate all the trade deals overselves or will it be something like HOI1? I would suggest an auction type. A screen were you can see who is offering what and for how long? That would be the easiest and not to time consuming?
What happens if somebody suddenly does not have the resources to send in the deal - is it broken and u have to set up a new one or does it just not go through?

IF between 2 countries conclude trade agreement Like in New C.O.R.E. Event Germany change coal with Swedish Steel each year. And If 2 countries need rubber ,but at this moment only in Brasil are Rubber resources, first country want gives 6 coals per 1 rubber (together want 8000 rubbers) , but second want gives 3 oils per 1 rubber (together want 8000 rubbers too), but at this moment in Brasil is Oils deficit, that second country and Brasil conclude trade agreement
