In HOI1 Only 6 COUNTRIES produce Rubber (mainly United Kingdom, France, Netherlands, Belgium = Allies), but AXIS can't produced Rubber. Axis a little prodoced Oil too (Only in Rumania was big oil's stores).
Will IN HOI2 alternative for Rubber or Oil, because research Industrial Technologies went very lonG time?
Can AXIS or USSR buy this resources from neutral countries (Brasil, Siam, Saudi Arabia) in the WARTIME.
Can IN HOI2 Germany automatic send resources to other Axis Countries were this type of resource is in deficit or other Axis countries send this resources to Germany!

Well lack of rubber was one of the incentives of going to war and going after specific producing areas like oil in the Caucasus as Germany ... or steel in Scandinavia ... resource aquisition and economy should be one of the driving forces for conquest ...
I think the oil/rubber thing will stay like it is, but it seems that coal will be replaced with generic energy so that balancing can take place without having to take historical resource availabilty into account ...
AFAIR, the World market is going to be based on trade-agreements between two countries ... so theoretically you'd be able to trade with Brazil ... getting the resources back home across the Atlantic with the powerful Royal Navy on patrol is gonna be difficult though ... it would seem logical that a trade for no return (free deliveries) could be set up with your allies ...

I believe the Axis should have problems with oil and rubber, afterall they did historically and it is one of a only few challenges to balance your industry and time your annexations ... maybe the conversion techs should be tweaked a little as an alternative

wasnt rubber produced mainly in artificial rubber plants? as a raw resource, i think it actually IS only restricted to tropical areas, but you can still convert coal, indirectly, and oil into rubber, which is i think what the nations did in ww2.

but i do agree with you that there should be some kind of resource exchange system between allies. for example if italy is short on coal, germany sends some, or vice versa. i think someone from paradox mentioned that there would be over land resource transport, but im not sure. in any case, id like to see this included.

another thing is how allied ports dont count as starting points for convoys. i think if you got military access from a country, you can use their ports as starting poitns for your convoys, using your ships and your resources of course

maybe even trade agreements, like the one between sweden and germany for steel, or the one between germany and the soviet union for rare materials in exchange for german expertise and manufacturing equipment.

edit: oh and of coruse the trade agreement between germany and rumania for the oil from the extensive rumanian oil fields :D

But build this hydroelectic power pay with money, and improve it with money too. This building have around 5 levels. I think That This will be another good alternative resource.

I believe you should be able to increase production of recourses in areas. Lets say Germany takes a tropical area... with little rubber, they can upgrade teh facilities of the recourse producer, and it goes up by a certain percent or... so... It should cost you and also it acts like when you are improving the provinces industries etc... it takes 180 or so days... Since rubber comes from trees... it can't exactly run out.

Although if you go to do this with coal, oil or steel... the mining area might run out of recourses etc...

This makes perfect sense to me. The idea (ironically enough) presented in the HoI manual (but not in the actual game) of infrastructure affecting resource production would address this and be a great improvement. It would allow the developement and exploitation of resources, while using pre-exsisting game mechanics. The rate the infrastructure affected resources would have to be determined by game balance of course (i.e. lots of playtesting, might be getting to be too late to put in the game unless it's already there...)

there´s no rubber, but rare materials. rubber is just a part of it.

...if we are talking about a world market design - I can only suggest a very close look on Imperialism I (an older but really great grand strategy title!)

...definetly the best (most realistic, detailed) world market ever seen in a strategy title (at least from my point of view :D ) !

Will we have to negotiate all the trade deals overselves or will it be something like HOI1? I would suggest an auction type. A screen were you can see who is offering what and for how long? That would be the easiest and not to time consuming?
What happens if somebody suddenly does not have the resources to send in the deal - is it broken and u have to set up a new one or does it just not go through?

This is the HoI 2 forum, i.e. a forum the game hasn't been released yet.
Rubber was a problem in HoI1, C.O.R.E. and some other mods fixed that somewhat, and in HoI2 rubber as a single ressource is gone, but lumped together with phosphates, tungsten etc. which is A Good Thing.
