The Counter Revolution modifier needs some re-work

I'm thinking the Counter Revolution modifier may have too steep of a negative prestige value on it. -5 prestige a year just from this modifier is causing all sorts of chaos in the game. When a Great Power becomes a revolutionary government, removing this modifier is no simple task. Added to this, it seems, even though all of the European powers' nobility are concerned with this radical new government, their reputation towards this country does not reflect it. So while this continent-wide modifier is drastically lowering the prestige of every country in Europe, followed then by low legitimacy(due to the negative prestige), it seems like no country really cares this is happening. They just happily ignore the source of their problems while their unrest gets higher and higher.

I also find it bizarre that it only affects European countries. Both Russia and The Ottomans were greatly influenced by Europe, but they do not feel any of the Counter Revolution Modifier's affects. Does not seem too legit to me.

Either the yearly prestige hit needs to be smaller (it's not fun having -100 prestige as a player and I'm certain the AI handles this problem even worse) or the AI needs to take this modifier into account when it determines its opinion of the country.

Another thing that probably doesn't make it better is that the AI doesn't want to go to war when it has higher average unrest with the modifier giving +5 national unrest.
This means that there is quite a big risk that AI gets positive on average unrest and thus be less likely to declare a war which means that it's less likely to declare against a revolution target even if it thinks it can beat it and wants land from it.
