taking a look at this link, I've decided (at least for my own personal copy) the following (verdicts on the old guards):
admirals
Albrecht - he's good
Busse - start him in '39 rather than '40...also, as he was "Detached to the Naval-Defence-Office" and "Director of the Reichs Union Of German Seamen", maybe some sort of minister? not sure what though
Carls - retired in '43
Coupette - he's fine
Donner - retired in '24, remove
Rogge - no idea why he's an either old guard or seawolf, remove both
generals
Bader - he's fine as is
Beyer E. - begin him in '38, when he's transferred into the German army
Boehm-Tettelbach - placed at army disposal in '38, so that'd be his starting date
Brandt F.W. - retired in early '36. thus, I'd delete him, as he didn't serve the during the majority of the year, otherwise I'd be tempted to say '37 just so we can see him a bit.
Dollmann - he checks out
Fessmann - he's fine
Fleck - he retired in '34 and were never called up again. remove.
Föhrenbach - placed at army's disposal in '40.
Geyer - placed at army's disposal in '39.
Hasse - retired '27, not called up again. remove
Heye - returned to duty in '38 (thus beginning date), died in '47.
Kleffel - he's good.
Knochenhauer - add '36 as general date, otherwise he's good
Liebmann - begin him in '39, as he was placed at the disposal of the army. dunno why his end date is '40 in vanilla, but I'd change it to beyond the scope of the game, as he was available until his capture at the end of the war.

von Amsberg - called up in '38, retired again in '43. also, why is he a panzer leader? I saw nothing about tanks in his biography; remove panzer leader as well
von Berendt - he retired in
1924, 'nuff said. remove
von Bergmann - he retired in '22, even
earlier. remove
von Böhm-Ermolli - he retired in '18, earlier
still. goodness. remove
von Dalwigk zu Lichtenfels - lt gen should be '40, otherwise good
von dem Bussche-Ippenburg - retired in '33, not called up again. remove
von dem Hagen - placed at army's disposal in '40.
von Eimannsberger - placed at disposal of german army in '38, lt gen from '38 to '40.
von Epp - retired in '23. remove as leader. however, as he was "Member of the German Reichstag and Director of the Military-Politics-Office of the NSDAP" for quite a while, maybe make him into some sort of minister...not quite sure what, though.
von Esebeck F. - retired in '29. remove
von Hadeln - placed at army's disposal in '39
von Hammerstein-Equord K. - begin him in '39, as that's when he was essentially pulled out of retirement and put at the disposal of the army. end him in '43, as that's when he died.
von Kaupisch - apparently he was a luftwaffe officer from '34 to '38.

so other than that little detail (which I'll personally also be adding in), from '39 when he was placed at the disposal of the army until '42 when he retired again.

no idea why he's commando though, as he did stuff with artillery. thus, remove commando and add fortress buster
