You'll have to pay after release, it's free if you pre-order.
Easy maths are needed to solve this problem.
Also one of the threads here stated that it is not guaranteed to be available at release for those who did not pre-order it. Also Gamersgate offers a free copy of CK2 to go along with it
I don't know what the forums says, but in the stream, they said 20min ago that this was a DLC for CK2 which would be available to anyone.
