A word on the Tartar/Siberian split:
I'm not sure exactly what the Siberian culture is supposed to represent, but it seems odd to give them so much real estate.
There are two notable cultures that are mongol-related that do not appear in converted games, Uzbek and Khazak.
Uzbek originate from pre-mongol tribal societies that co-developed along with their Turko-Mongol overlords, essentially a "melting pot" culture in CK2 terms that arose from various tribes under Turko-Mongol rule with common languages.
Khazak is a word whose origin means "wanderer" and similarly represents a union of Kipchak-speaking peoples underneath Turko-Mongol suzereinity. The Khazak identity basically came into being from the Khazak horde during the 1450's.
Additionally, EU4 has the mysterious culture of Uralic, which I believe represents the Finno-Ugric peoples of the Ural Mountains.
So, my proposal to "once and for all" clean up the steppes is this:
Keep Tartar working the way it does now (maybe make Mongol states whose capitals are within Europe convert to Tartar state culture if they don't already).
Limit Siberian to the Mongol provinces and states that stretch along the Urals and the Northern Environs.
For every non-Tartar province and state:
First, I'll create a definition here, "Old Altaic." When I use Old Altaic here, I'm referring to all Steppe peoples (predominantly Altaic) that do not appear in CK2. Examples: Alans, Karluks, Cumans, etc.
If an Old Altaic cultured state exists, do nothing with their state cultures or provinces. A Bolghar Khanate that is independant should "protect" the further conversion/melding of all Bolghar provinces.
All Finno-Ugric provinces without a state of their culture should convert to Uralic if they are in Asia.
All Mongol or Turkish states (outside of Turkestan/Khiva to protect Turkmeni) that rule over at least one Mongol cultured province should convert over both at the state culture level, and at the provincial level, to Uzbek. All provinces they have of Old Altaic culture become Uzbek as well.
All Mongol or Turkish states (outside of Turkestan/Khiva to protect Turkmeni) that rule over no Mongol cultured provinces should convert at the state level to Khazak. All of the Old Altaic provinces within their borders should convert to Khazak.
I think this would do a great deal to iron out the seam between CK2 and EU4.
