So I own a Sufi shrine (I didn't even build it! It belonged to my vassal, who I annexed.)

And it triggers this event, which was apparently written by a sadist:
  • stabhit + Ulema loyalty drop
  • or fifteen years of -20% tax (what? what on God's good green earth? this is one of the most swingeing economic penalties I have ever seen on an event!)
and if I take the stabhit, there is no lockout preventing it from happening the next time this pulse triggers.

Is there any way for me to get rid of this nonsense, other than becoming Sikh (which, yeah, no, this is supposed to be a TIM->MUG game, becoming Sikh is self-mutilation) or holding on to Sistan as a vassal until 1821?

Take the stabhit and hope it doesn't fire next time

Same as with other stab hit events, you can easily get comet or something. Or you can get event that will up your stability for free.

Choice in this event is a trade off between money and adm points. If you lack adm point very badly and/or have huge penalties to stab cost, you'll have to pick money. Also, if most of your income is trade and production, money option can actually be less punishing than stab hit.

I always take the national tax penalty in my games, mana/stability is infinitely more valuable. Plus the downside isn't as punishing as you make it out to be, because it's an additive modifier.

It is a dumb event. Why on earth does the upkeep of a shrine in 1 city require 20% of the tax of a whole empire? That's massively overpaying unless the empire is like 1444 Byzantium or something.

The other thing about this event is that it treats this random Sufi shrine in Greater Iran as being as significant as Mecca or Jerusalem or the tomb of Ali.

15% tax is actually negligible most of the time, I don't think I ever went for stab hit there. There is hardly any time in the game where 15% tax loss is a real burden.
On the other hand having a holy site like that also gives you chance to get a positive event.

Claiming 15 years of -20% tax on > 1k dev empire is "insignificant" is pushing it. Depending on how large you are, that's still going to amount to hundreds to thousands of ducats, depending on just how large the nation is. Though this certainly isn't the only example of ridiculous scaling costs.

Hundreds of ducats are inconsequential if you have 1k+ dev. At this point, trade should be much more important than tax for income.

I usually go with the tax hit over the stab reduction, but claiming that 'stability is worth infinitely more than ducats' is a bunch of nonsense. Between estate privileges, +5 advisors, disinheriting/abdicating bad rulers, 50+ power projection, and innovativeness, you're not going to be struggling for mana. Also with high level advisors giving free stab every so often, you'll rarely be in situations where a stab hit is problematic anyway.

Mana > ducats, but also sometimes, you just need to keep that income going.

Wait... Tax modifiers are considered penalties in this game?

Negative tax modifiers are pretty much irrelevant, unless you are very, very small in the early game. Not only is tax just a bad source of income compared to Trade and Production, but Tax modifiers are additive. And base tax modifier for the province is +100% (25% is a "city," 75% Core). So really every Tax modifier is halved in terms of "real change" assuming the province has no other tax modifiers.
