Currently, almost all characters you can find through the character finder decline joining your court. In CK2 you had a function that allowed you to filter only for people that either join your court or could be bribed to. Without that function it is very difficult to find people that join your court out of free will without being bribed or hooked.
I posted this suggestion on the CK subreddit already, but most people disagreed with me there. They said it is intentional, as it makes the game harder since you no longer can gain lots of high stat characters to join your council.
I disagree vehemently with that, as it is a simple quality of life feature, not a difficulty level, that existed in CK2 and is now absent here. Furthermore if you want to play without it, that is fine, but I would like to play with it, and no one should be forced to play the playstyle of another.
I hope the devs will see this post and consider re-adding it to the game.
