Because mostly when Hungary declines the PU, it tends to get crushed by the Ottomans, Bohemia and Poland. It doesn't help that they rival Poland to 99% at the start of the game and once Hungary starts not doing so well, all 3 usually jump on it and completely destroy it. Unless Poland decides to appoint a local noble and loses to the Teuton in which case it is the only time Hungary tends to blob out.
Anyway, I fail to see how Castille and Poland get these high % Railroad numbers for their PUs while Austria gets neither Bohemia nor Hungary in 8/10 runs. At least have them keep the alliance (which tends to get dissbanded after Hungary declines the PU).
While I agree it would be pretty boring and OP if Austria would PU Bohemia AND Hungary 75% of the time (good luck winning the League War now..), the PU over Hungary need to happen more often because it seems to be the only thing to prevent the Ottos from knocking at Vienna's door at 1480.
Oh and yes I know you can get both PUs every single time...as a player but the A.i. is definetly incabable to claim the thrones successfully.
