Cairo. No idea why Meccah wasn't given as capital with an event when changed from the Mamluks, but it didn't fire. As you can see, the reason it can't be changed even with 200 AP in peacetime makes little sense to me. EU wiki says Arabia has Meccah as capital (overseas?). Any ideas?

In the case of Arabia I think it would be wise for an event to be created which gives the option of planting the capital in either Alexandria, Mecca, Cairo or to develop a new city of wonders in Qatar for a huge sum of cash..

Also it was highly impractical to have Mecca as your capital historically.

Impractical and a bad idea politically. The seat of government should not be in the city that everyone prays towards, it has disturbing implications. The Prophet Muhammad had his center of government in Medina anyway.

It's because of the arbitrary and often silly way the game determines whether something is "overseas" or not. I wish that whole mechanic would just be scrapped for a new system based on distance from capital, government, and diplomacy tech level for any provinces that are actually not connected by land.

When speaking in de facto terms, it's not really legitimizing so much as recognizing their distasteful existence. But this conversation is best left for a youtube comments section, to be frank...

On topic if any place would make sense as a capital it would be Riyadh, the historical capital of the Saudi Arabian states. But I think the lack of a capital scope is fine, since there's no real reason why Oman upon forming the Arabian state would decide to move their capital from rich Muscat to the middle of Najd.

And as for overseas, yeah, it could use some revision. Thankfully EU4 has of late involved lots of revisions so it's something worth hoping for. Honestly the use of local autonomy is potentially one of the greatest mechanics ever added, in that it allows a broad, connected, understandable means of reducing province value and representing the failures of the central government in governing unruly or distant lands. I just think everyone needs time to get used to the system, and for the developers, (and modders) to discover the potential uses. (Ignoring the fixed 50% thing on colonies, that's a mistake, but I understand that some flexibility will be added to the mechanic, so we can even calm about that.)

Agree on local autonomy. With unrest, it's my favourite addition and I find I check the LA map mode frequently. I do think 30 years is a little too long - 20-25 would be more appropriate.

Alright, thanks everyone, some interesting replies there. Regardless, people with more theological backgrounds than I might eventually decide on which in-game province might be capital for a fictional Mamluk-created Arabia (#385 or otherwise) but for now that overseas mechanic certainly requires looking at sooner or later -it's bizarre -and the wiki page needs revision/changing/debating.
