I'm going to try to play California, but I noticed that its accepted cultures are Yankee and Dixie (this is the latest version of VIP revolutions). Is this a mistake? Shouldn't they be Yankee and Mexican? After all, there is no Dixie population anywhere near California, and while I could understand not accepting Mexican culture if it was dominated by the white settlers and all, the leader of the independence movement according to the event is Mexican!

I think California is an ahistorical option so it was neglected be the devs. All USA countries share the same basic setup, in this case cultures. And btw I cannot imagine real life California with Mexican culture. It just would not happen.

California was originally settled by Dixie and Mexican people until the gold rush
It was only after that Yankee would become a major force, in fact, California had a small secessionist movement during the ACW, mainly in the southern portion of the state, away from the areas of gold rush settlement

In reality California was an Independent country for 2 years before voting to be annexed by the US. Look up "Bear Flag Republic" which was the nickname for the Republic of California because it had a grizzly bear on the flag. The independent Republic's flag forms the basis of the modern state flag. The only opposition to annexation by the US was by a small nationalist group who were angered that the US renounced claims on lower (Baja) California.

Although California can be formed from the beginning of the game, the idea behind having it as a potential country is that either American settlers there revolt from Mexico and don't immediately join the US or that the state of California secedes from the US. Either way, California would be populated and controlled by migrants from the US and shouldn't have Mexican as a state culture.
