The Burgundian Inheritance for Castile

More often since 1.23 I can see Castile getting dibs on Burgundy. In previous versions of the game this happened to me as France and as Austria,never as Castile....
So let's break it down one more time:

• If I have a royal marriage with Burgundy *couple of restarts for them not rivaling me* I have a better chance of the event firing? True? (this implies of course that they are not eaten by France by the time they are willing to accept the marriage.
• In case Flanders,Holland or Brabant are no longer in personal union with Burgundy,will the event still fire? Or is this also a time to restart?

Basically I would like to have the perfect condition,at which pointS should I simply restart?

Castile has had a pretty good chance of getting the inheritance for a while.
