This could be a nice historical play:

In 41 after the start of Barbarossa, Germany gets "gifted" one Spanish Infantry Division, to represent the Spanish Volunteers that went to fight the Soviets under German Command. Perhaps even an option to withdrew them if the war starts to go poorly for Germany, or, relations go below a certain influence factor. Two nice historical events.

Apologies now if this has been already mentioned.

Foreign volunteers at the level Barb discusses would really just represent abstract additional manpower in game terms. It would be entirely reasonable to produce an event or events to boost Germany's manpower to reflect these volunteer efforts -- probably tied to Germany's going to war with the Soviets, as anti-bolshevism was a major motivation for volunteers.

Divisional-level units are, as has been said, easy enough to add by event. The Vlasov army, or any similar unit of ex-Soviet volunteers, seems a bit trickier on the other hand -- What should the triggering event be? Should the Germans get multiple units immediately, or should they phase in over time?

I have book here that some of the members in this post wont like its called forgein volenters of the wehrmacht 41-45. on page 10 in this book it claims that the croatien 369th regimnt was attched to the 100 jäger divison thy fought and deaid at Stalingrad. Leghion, yes they called themselves legion but they where just a regiment even so thy fought well.

Am not sure a neutral manpower boost is ok. I think Czert has a point that Germany get a lot of units but it doesn’t bother me that much just one more Spanish volunteer div. just a small single blue one.
Events don’t run by themselves you have to do something.
1. Grant Franco aid in 1936.
2. He must win the bloody Spanish Civil war. (In DD 36gp Franco seem to lose often)
3. You must have a relation at least 50+ with N.spain
4. N.Spain must be neutral and at peace.
5. You as Germany must be at war with the Comintern.

The reinforced 369. Infantry regiment was also known as the Croatian Legion

The names 'Stalingrad' and 'Don' are probably honorific names for the unit. The Germans were very keen on such things, many divisions received honoric names for battles they fought in

Legion in Roman times had 5000 soldiers.

Croatian "legions" Don and Stalingrad,that I mentioned earlier ,at the moment of their formation , numbered some 4000-5000 men.
So term legion,though"arhaic"was somewhat apropriate for them.

But allso fact is that those units were of voluntiers.
Practice was to equip them and send on Russian front under command of OKW,and "forget" by Croatian military logistics.
Therefore those units were prone to degradation becuse reinforcements in manpower were rare,if ever.

So I sopose after many battles, at the end those"Legions"ended as small regiments,and were eventualy totaly destroyed in massive Russian battles.

P.s.I am computer newbe.But I would like to somehow to scan and place here pictures of those two postal stamps in honour of those 2 Croatian"Legions" i have.Can someone help me?

There were no "2 Croatian Legions". There was a reinforced regiment, the 369th (kroatische), with some unofficial nicknames. Plus a group of fighter and bomber pilots.
