Don't dumb down the game because there are those that like the complexity.
You never did it? After conquering lots of provinces in colonial region I check if my colony is coring all of them. If it isn't I check governor and replace him when he has low admin skill. If I would be able to check how much admin colony has I would do it before the war. Complexity is not a justification for UI design, and good presentation and UI design is not "dumbing down".
Especially a complex game like EU4 needs to present its options and its information as clearly and transparently as possible.
