Hmm one of those threads where the same people vote for each other. 
Anyhow, I think it's a bit difficult to determine. Really, no one have checked all played games to make a fair judgement. I see player X do very well as nation Y in the current game, but it doesn't mean somebody have or could do it better. Nor are other opinions here up-to-date.
For example, if I was to judge the OE, I can say I've seen two games with massive OEs created by Devil and Daniel A. However, I probably have not read about 90-95% of the "strong OEs" that ever have been created in EU2 MP. Additionally, it also depends on the opposition how strong one may get.
Then again, I'm sure you're already aware of this problem so I'll let this deranged thread go on.
