I am now nearing the end of my Livonian Order ----> Kurland game. I colonized land in Cuba, Panama, South Africa, and Siberia and look basically like a Russia that spent less time moving south and more time moving west. I own Copenhagen, Stettin, and Stockholm too. The colonizing really bothers me though. I had one Prussian providence (Riga) when I started colonizing. Now all of Cuba, Panama, South Africa and eastern Siberia are Prussian culture. This make no sense to me as I started colonizing with just 3% Prussian culture (it would have been 0% if I hadn’t taken Riga) and now have 11% because I colonized; had I not integrated Muscovy and taken all that Russian land it would have been an even higher percent than 11. I find this ridiculous. It should not be that primary culture of a country is the culture that all colonized providences become. Here is my suggestion on how to fix culture.

Suggestions

1. Culture is shown by percentages
We can use my Livonian Order ----> Kurland game as an example. Remember I am not a professor on this stuff so I'm just making up numbers. The starting capital Livland would have 65% Latvian, 20% Estonian, and the rest Prussian nobility and such. If I were to try to culture convert this providence, Prussian would increase by a small percentage each month while the other two would decrease (If you’re feeling really crazy do the same for religion). Now, if I lost Estonian as an accepted culture the amount of unrest in the providence caused by non-accepted culture would be derived from the percentage of Estonians in the providence.

2. Colonization culture
For this, you, the player, get a choice. When trying to colonize a providence you need 1000 people. This is a set number that I guess we can work with, but look out! It would be possible to derive the population of people in a providence if this stay at 1000. I have heard that many people don't like providence population because some horrible mishap in Vic or something in which all providences have the max population by the end of the game. To fix this, just have colonization time take an arbitrary amount of time that can be affected by ideas and technology and stuff. Back to the topic! What would be implemented is a system by which when you click the colonize button a little table pops up. This gives you the option to send colonists of many different culture groups and from many different providences. Some would be volunteers while others would need to be forcible relocated. Back to my example, I choose to send Estonians from my capital, Livland. Yippee, the percentage of Estonians drops in Livland and the culture of the colonized providence become Estonian (not just Estonians though, maybe just 80%, I’m sure some independent people want to go and we could have events to send maybe 200 Latvians or something. Also, we need a colonial governor who would be of Prussian culture). The drop percentage of Estonians in Livland is determined by development. Now, for this you need to assume development=population. This seems logical to me, but you shouldn’t lose development in a providence if you send colonists from that providence, just a production drop. If the population of Livland is huge, then a loss of some Estonians will not make a significant impact on the percentage. If I were to send the Estonians from Osel though, where there are 1005 people (who wants to live in Osel?), one of whom is my Prussian nobility governor, then a 1000 person reduction would leave us with just five people, one of whom is Prussian. This would boost the Prussian percentage to 20%. Once again, I'm making up numbers and the strange choice of numbers is just to emphasise the drastic increase possible if the population is smaller, I'm sure more than 1005 people live in Osel and I want to get rid of the 1000 person thing anyways. This loss of people would cause a temporary decrease in production which would also be based on population as a loss of 1000 people would cause much more of a disturbance in a society of 1005 people than in a city the size of Livland. Each providence would have a limit to the amount of times you can send what culture people from it because not everyone wants to immigrate; so I can't spam send Estonians and Latvians from Livland so I have just Prussians unless I forcibly make them leave. Forcibly making people leave would have some repercussions such as higher rebellion chance and eventually an increased liberty desire for colonial nations owning that providence especially if the main culture in the colonial nation is not accepted in the mother country. Forgot this, sorry but, you can’t send people from colonized or overseas providences so it will still take two years to get to Australia from your European nation. I also forgot this but, your primary and accepted cultures will not necessarily be the same as that of your colony. Your colonies primary culture will be based off of their most prevalent culture.

3. People from other countries enter my colony
Title says all. You get an event or just a box you can tick on the colonizing screen that allows people from other nations into your colony (I prefer box ticking). This means some adventurous Poles from just south of the border can get on my boats and help me colonize. This will speed up colonization and lessen the penalty on production attributed to sending colonists from that providence but, these people will very likely be of unaccepted cultures and cause future problems.

4. Culture should flow
I’ve seen the following question asked by noobs on the forum before, “I am playing as Scotland and just took that island to the north full of Norwegians. I waited a few years and it didn’t change. Will it ever or is that not how the game works?” This really emphasizes my point since to a new player, who hasn’t been brain washed by this games odd mechanics into think culture is static and never changes, thinks culture should logically change or “flow”. Here is a good example from the time period from the PLC. https://en.wikipedia.org/wiki/Polonization#12th.E2.80.9316th_centuries . Quite interesting indeed. So I had some thinking before me. How can we make culture flow and what modifiers and such can we use? Well, first, mercantilism could increase the chances of me getting some different people in my providences. Swedish merchants from one of my big cities, Stockholm, could go to Livland for more influence and better trading and some Prussian merchants might end up in Stockholm or some far off colony trying to make a buck. Also, trade centers would attract many different people. If you want some proof of such movements in the time period I’ve found a map of Austro-Hungary. It’s from 1910; IM SORRY. It still shows that cities like Sopron and Budapest are filled with Germans and German speakers. https://en.wikipedia.org/wiki/German_language#/media/File:Austria_Hungary_ethnic.svg . People of the primary culture should end up all over your empire. Not in big amounts, but it makes sense that 1% of the people in Stockholm should be my primary Prussian for administrative and merchant positions. Policies could play a role too. You could be given an event like “Cultural intermingling”. You could accept or forbid it. Forbidding it would decrease the movement of non-accepted cultures into major cities and the capital, but also lower trade income as merchants wouldn’t be able to freely move if they don’t speak the right language. Accepting it would increase trade but, allow those non-accepted Estonians into Livland which could increase rebelliousness. This intermingling could also lead to a fun thing (sarcasm impending) called ethnic conflicts.

5. People running away
People don’t always like their government. This means they are more likely to want to migrate I assume. If I just invaded Sweden and took some Swedish culture land, I can understand if they want to escape and go to what remains of Sweden or some other country that accepts Swedish or even a country with a higher cultural acceptance modifier.

Just to finish point five I found a fun little thing on the interwebs that could be an event or something if your citizens are running off. It’s from this article. https://en.wikipedia.org/wiki/Partitions_of_Poland#Historiography . In it, it says, “Several scholars focused on the economic motivations of the partitioning powers. Jerzy Czajewski wrote that the Russian peasants were escaping from Russia to the Polish–Lithuanian Commonwealth in significant enough numbers to become a major concern for the Russian Government sufficient to play a role in its decision to partition the Commonwealth. Increasingly in the 18th century until the partitions solved this problem, Russian armies raided territories of the Commonwealth, officially to recover the escapees, but in fact kidnapping many locals.” This could be the basis for a avent if your people are running off and provide a Caucus Belli or just an event.

6. Ethnic conflicts
This seems like a bit of a touchy subject but, the idea came to me as I was righting so I figured I’d put it in. The point is, people of one culture in a providence don’t like some others. These people are mean, so the other people leave to another providence either in your country or someone else’s. This could cause a loss of production, trade, and manpower, but the providence becomes mainly of an accepted or primary culture so less rebelliousness.

While I find this interesting and all, I believe it's highly unlikely that any of these changes have any hope of being made. The main problem is that this would considerably shake up major mechanics and of course, how most of what you are describing are basically features of Vic 2. Best hope for Vic 3.
