With the latest coverage of Italy, an average forumite has one thought in the aftermath: Balkans are coming. Which is why the alliance between myself, @Sanguine Caesar, @Mingmung and @Dieselface brought you our concensus on how the Balkans should preferrably look in the future. We had some very fruitful debates, agreements, and i think each of us is happy with the product. Do have in mind that our work is not yet 100% finished, so the subsequent updates will be mentioned using the allmighty Threadmark option.

1444 was a year of great turmoil in the Balkans. Crusade of Varna left much of the region devastated, and the fractured Balkan monarchies were left weak to mount resistance against the Ottoman Empire alone.

Risen from the disintegrating remains of both the Byzantine Empire and the Second Bulgarian Empire, the Ottomans control the lands between the Aegean Sea and the Danube River. After the heavy blows dealt by the armies of Timur, the nucleus of Ottoman power now lays in Rumelia instead of Anatolia. Increased centralization has been made possible largely due to the efforts of the infamous Janissary corps, probably the first standing army in Europe.

The Sultan rules from the city of Edirne, one of the first cities in Thrace to fall to the Turks after they captured Gallipoli in 1354. The rest of the Eastern Balkans quickly followed; from the old capital of the Bulgarian empire, Tarnovo, to the capital of the Serbian Empire, Skopje. Now, with the defeat of the crusader army at Varna, the rest of the Balkans lay wide open.

The fertile valleys of the Danube and the Maritsa supply the regional markets with wheat, fruit, cheese and tallow while the mountains in Macedonia are rich in copper and iron. Migrations and forced relocations have resulted in an ethnically diverse countryside. Tribes from Anatolia have largely settled on the frontier or in depopulated areas, serving as auxiliary troops when necessary. The Dobruja above Varna and Silistra is one such frontier; bordering the great plains to the east and the Danube-delta. Raw skins and wool produced by the Turcoman pastoralists finds its way to Edirne and other Bulgarian towns where the leather industry flourishes.

Old frontiers like the areas around Sofia, Plovdiv and Vidin are seeing an increase in the amount of Turkish peasants and are slowly turning into commercial centres. Cotton textiles, spices and silk find their way to the European markets in the north while fine woollen cloth and iron tools, Styrian knives in particular, are imported to the Ottoman markets in the south.

Because of the treaty of Gallipoli signed in 1403, the Byzantine Empire still retains control over a few coastal towns and strongholds, the most prominent of which are Sozopol, Nesebar and Pomorie. The latter would hold a saltworks during the Ottoman times to come.

Though the entire Serbian Despotate was restored in the aftermath of Varna, the heavy fighting it saw during the five-year war devastated much of the countryside, making the Despotate too weak to attempt to quickly regain holdings that were conquered by Bosnia and Venice. The restoration of the Despotate wasn't anticipated by Bosnia, which is now suffering internal issues of it's own. A powerful Bosnian vassal, the Duke of Herzegovina and Hum, denies Stjepan Kotromanić's legitimacy, now actively seeking an alliance with the Serbian Despot against the Bosnian King.

The ever-opportunistic merchants of the prosperous Republic of Ragusa are also seeking to exert their influence over the area, seeking cooperation with both the Hungarians and the Turks in order to achieve it. They hope to gain an edge over their longtime rivals in Venice, who continue to choke the area of vital trade through their control of Skadar and the Bay of Kotor, forcing nearby states to increasingly turn towards the Magyars and Germans. For Serbia, though it still possesses respectable armies in Šumadija and Toplica areas, Kosovo and the Morava valley lie open to potential Ottoman aggression.

To the west, the Slovene lands remain firmly within the grip of German and Austrian influence. The germanised Counts of Gorizia with their capital in Lienz have lost much of their holdings to the Habsburgs and Venetians, while the County of Cilli remains a nominal Styrian vassal under the leadership of the legendary Ulrik II. The major trading ports of Trieste and Rijeka remain under Austrian control, despite being hungrily eyed by Venice, who have managed to assert their control over the Istrian coast.

Croatia remains in union with the Hungarian Crown, having lost its Dalmatian holdings to the Serenissima in 1420. The realm has entered into a state of general decline, yearning to once more reclaim the glorious days of King Dmitar Zvonimir. Their Magyar overlords meanwhile, have also set their sights on Bosnia, seeking a buffer-state against the ever-expanding Ottomans.

Skanderbeg, supported by people of all ethnicities in the region, starts a decades long rebellion against his former suzerain, the Ottoman Empire, which by now established direct control over former territories of Lordship of Prilep and Velbazhd, gaining a strong staging ground for further conquest into Southern Greece, Albania, and Serbia. Can Skanderbeg and Branković overcome their feud and unite with the Hungarians for a greater cause?

Byzantine-Greek holdings in the Aegean and Southern Greece suffer from big uncertainties ahead. With several island nations, such as Naxos and Lesbos, all working for their own interest, this region's future is impossible to predict, as Republics of Venice and Genoa, as well as the Knights of Rhodes, all aim to expand their influence and strategic utility in the Aegean.

On the Peloponnese, several Byzantine holdings stand firm, though local authorities of Despotate of Morea, seated in Mystras, gain more ground as Byzantium's successor, with Kōnstantinoúpolis outmatched without outside help from the impending Ottoman attack. After decades of infighting between Greeks, Serbs, Albanians, and Ottomans, Despotate of Epirus was united by the house of Tocco of Kefalonia, but is now steadily losing ground to the Ottoman Empire, losing Ioannina in 1430.

The kingdom of Cyprus, dominated in the 14th century by the Genoese merchants, hoped that the French would be able to help against the Italians, therefore they sided with the Avignon Papacy in the Great Schism. The Mamluks then made the kingdom a tributary state in 1426. Can the succeeding monarchs of Cyprus regain their independence against the interest of the most powerful trade powers in the Mediterranean, only time will tell.

In the following days, expect to see all NI sets having descriptions, and we will post a full spreadsheet of all provinces in the region, with their development, and more specific province info, as well as hundreds of dynamic names, etc.

This is an extensive well-written post. well done! I applaud Cilli's addition as well as Gorizia. Slovenia can finally make a presence into eu4. Furthermore, I like the new mission trees, especially Serbia. The Serbian mission tree guides the player towards the Lazarus achievement. though I prefer that the conquer Albania mission should be placed much lower in the tree. Since you are guaranteed that the Ottomans will snap it before you can reach the mission. You'd also want to prioritise getting your cores back too.

I personally would like to make a contribution to the Balkans Archpost myself. My mod, Renovatio Imperii, contains what I would like to believe is a better experience and flavor for those who play Byzantium. The suggestion I would offer up in particular is the unique government reform for Byzantium, from the mod for the development team to consider. The unique government itself is an updated form of the unique government Byzantium, as well as any empires that were ported from CKII had. The coding for it is still in the game. It went to the wayside along with the Archduchy government, and the two American unique governments when the former, former head of the EUIV development disappeared them from the game. Before its deletion, the Byzantine unique government was this:

The Morale of Armies modifier speaks for itself. Not only was it in the original Byzantine unique government, it is a perfect compliment to the NI discipline modifier. The reduction to state maintenance cost can be justified as part of the extensive Byzantine bureaucracy and Roman laws that made administration of vast amount of lands possible. Aside from the base stats, there are several things that can be done with the unique government:

1. Give the Byzantine unique government access to the plutocratic idea group instead of the aristocratic idea group. Needless to say, the Byzantines had carried on the Republican traditions from Rome's day as a Republic, and the concept of Roman citizenship carried well into the medieval era. A good example of this was Basil II granting the Bulgarians citizenship status in the Empire after the reconquest of Moesia. The idea of serfdom and Western Feudalism didn't even enter the Byzantines culture until the sack of Constantinople and the resulting carving up of Fiefdoms as a result. However, even with the degrade of Imperial authority by 1444, the public still operated by the plutocratic ideals.

2. Another thing to think about is the status of factions in the Purple Phoenix DLC. Since this was a preorder DLC for EUIV, I am under the impression that this was made before the developers instituted a proper faction system in the game. The faction changes just give you monarch points or deducts them depending on the luck of the draw. I would hope that the DLC gets revisited again and that the unique government reform for Byzantium gets proper factions, or gets them tossed altogether in favor of the estates mechanic.

3. Much like in Crusader Kings II, the unique government reform for Byzantium should showcase a unique and unstable succession system. Even in the Palaiologoi era of the Empire, succession in the Byzantine Empire depended on who was more powerful and competent for the throne than through typical hereditary succession, and it was rare that a dynasty held the throne for more than a century. Moreover, since the Emperor was subject to the popularity he had with the people, I would find it difficult that Byzantium could ever be a junior partner in a personal union, as once a dynasty died out, or more frequently got kicked off the throne, a new homegrown dynasty would take the seat. Perhaps something like a special elective mechanic for Byzantium that could give one access to a better ruler, at the cost of having ambitious generals rebel in order to take the throne every succession, or if the legitimacy went below a certain point.

4. I would add that the special mechanic for Byzantium, other then the succession mechanic, would be to give it a unique casus belli modeled after the CKII, "Imperial Reconquest" Both my mod Renovatio Imperii, as well as several other mods have managed to create this casus belli allowing the Empire to reclaim its former lands without having to resort to using the conquest cb or the holy war cb. Given that the Byzantine national ideas already have powerful religious modifiers within it, giving the Byzantines this casus belli means that players would no longer feel obligated to take the Religious ideas group in order to get the "Deus Vult" idea.

These are just some of the ideas that I would hope spur discussion into restoring the unique government for Byzantium, and would go a long way towards creating Byzantium that is interesting to play.
 
The map is by no means perfect (province-shapes among them); we don't have the same experience as the devs have with the tools and possibilities. But a lot of research went into this, I can assure you. Some design-decisions had to be made (like a bigger Thebes-province than it historically; half of the province was Ottoman, like the town of Lamia).

This is kind of a bèta version of the provinces and flavour we'd like to have in the game; a more practical suggestion for the developers.

We are all highly curious what next week will bring.
 
This is an extensive well-written post. well done! I applaud Cilli's addition as well as Gorizia. Slovenia can finally make a presence into eu4. Furthermore, I like the new mission trees, especially Serbia. The Serbian mission tree guides the player towards the Lazarus achievement. though I prefer that the conquer Albania mission should be placed much lower in the tree. Since you are guaranteed that the Ottomans will snap it before you can reach the mission. You'd also want to prioritise getting your cores back too.

Addition of Cilli and Gorizia are @Sanguine Caesar 's doing, and i must say that i really like what he did in this part of the map :) Thanks for giving props for Serbian missions. You can argue there's too many conquest-missions, but i thought they are most fitting for this game's starting date. The problem that i have with my MT is that building a fort lasts for 2 years, and that mission shouldn't be the prerequisite for allying Herzegovina and other missions. Conquering Albania however wasn't something Branković looked that forward to given the military skill of Skanderbeg, and the fact that Skanderbeg was allied to Hungary, and protected by Venice. But yeah, all these can be rearranged for the better gameplay, it's the base idea that matters here :)
 
Also, to comment on the devs' recent announcements with regard to the parts of the Italian map covered here, I'd just like to say that the addition of the Dolomite mountains is certainly very welcome indeed, however we have offered here our prefered take with regard to Trieste, Istria, and Gorizia. ;)

If you look in the screenshots of the most recent dev diary, the Dalmatia province has been in fact, split up into Spalato and another (currently unknown) province. Herzegovina also appears to exist to the right of Spalato. It's glad to see that the devs have taken the great advice that you guys have given into making the Balkans map changes, and I'm quite curious to see next week what other of your ideas that the devs have decided to implement.

Your ideas are a good alternative if the devs look to buff Serbia's earlier game, i just think that what we wrote is slightly too optimistic. Nonetheless, good to offer an alternative :)

Just thought that since I do not (yet) have a separate thread detailing the changes we made to Slovenia and the Julian March here, as well as the addition of the province of Tropolje, I decided to provide a list of sources used with regard to those areas in particular. ;)


I'd also like to thank @Parmelion and @AirikrStrife for their help with reworking many of the aforementioned regions, and particularly for the former, whose mod covering Hungary and neighbouring regions was a big inspiration for many missions and NIs (if you can add them to the credits in the OP @otaats that'd be great). :D
 
I have to say that this here is one of my favourite proposals for the Balkans, congratulations for that. But I have a slight nitpick. I find the Border between Filibe and Islimiye too straight for my tastes, It brings me severe current Silistria vibes. But other than that the map is excellent
 
With the latest coverage of Italy, an average forumite has one thought in the aftermath: Balkans are coming. Which is why the alliance between myself, @Sanguine Caesar, @Mingmung and @Dieselface brought you our concensus on how the Balkans should preferrably look in the future. We had some very fruitful debates, agreements, and i think each of us is happy with the product. Do have in mind that our work is not yet 100% finished, so the subsequent updates will be mentioned using the allmighty Threadmark option.

1444 was a year of great turmoil in the Balkans. Crusade of Varna left much of the region devastated, and the fractured Balkan monarchies were left weak to mount resistance against the Ottoman Empire alone.

Risen from the disintegrating remains of both the Byzantine Empire and the Second Bulgarian Empire, the Ottomans control the lands between the Aegean Sea and the Danube River. After the heavy blows dealt by the armies of Timur, the nucleus of Ottoman power now lays in Rumelia instead of Anatolia. Increased centralization has been made possible largely due to the efforts of the infamous Janissary corps, probably the first standing army in Europe.

The Sultan rules from the city of Edirne, one of the first cities in Thrace to fall to the Turks after they captured Gallipoli in 1354. The rest of the Eastern Balkans quickly followed; from the old capital of the Bulgarian empire, Tarnovo, to the capital of the Serbian Empire, Skopje. Now, with the defeat of the crusader army at Varna, the rest of the Balkans lay wide open.

The fertile valleys of the Danube and the Maritsa supply the regional markets with wheat, fruit, cheese and tallow while the mountains in Macedonia are rich in copper and iron. Migrations and forced relocations have resulted in an ethnically diverse countryside. Tribes from Anatolia have largely settled on the frontier or in depopulated areas, serving as auxiliary troops when necessary. The Dobruja above Varna and Silistra is one such frontier; bordering the great plains to the east and the Danube-delta. Raw skins and wool produced by the Turcoman pastoralists finds its way to Edirne and other Bulgarian towns where the leather industry flourishes.

Old frontiers like the areas around Sofia, Plovdiv and Vidin are seeing an increase in the amount of Turkish peasants and are slowly turning into commercial centres. Cotton textiles, spices and silk find their way to the European markets in the north while fine woollen cloth and iron tools, Styrian knives in particular, are imported to the Ottoman markets in the south.

Because of the treaty of Gallipoli signed in 1403, the Byzantine Empire still retains control over a few coastal towns and strongholds, the most prominent of which are Sozopol, Nesebar and Pomorie. The latter would hold a saltworks during the Ottoman times to come.

Though the entire Serbian Despotate was restored in the aftermath of Varna, the heavy fighting it saw during the five-year war devastated much of the countryside, making the Despotate too weak to attempt to quickly regain holdings that were conquered by Bosnia and Venice. The restoration of the Despotate wasn't anticipated by Bosnia, which is now suffering internal issues of it's own. A powerful Bosnian vassal, the Duke of Herzegovina and Hum, denies Stjepan Kotromanić's legitimacy, now actively seeking an alliance with the Serbian Despot against the Bosnian King.

The ever-opportunistic merchants of the prosperous Republic of Ragusa are also seeking to exert their influence over the area, seeking cooperation with both the Hungarians and the Turks in order to achieve it. They hope to gain an edge over their longtime rivals in Venice, who continue to choke the area of vital trade through their control of Skadar and the Bay of Kotor, forcing nearby states to increasingly turn towards the Magyars and Germans. For Serbia, though it still possesses respectable armies in Šumadija and Toplica areas, Kosovo and the Morava valley lie open to potential Ottoman aggression.

To the west, the Slovene lands remain firmly within the grip of German and Austrian influence. The germanised Counts of Gorizia with their capital in Lienz have lost much of their holdings to the Habsburgs and Venetians, while the County of Cilli remains a nominal Styrian vassal under the leadership of the legendary Ulrik II. The major trading ports of Trieste and Rijeka remain under Austrian control, despite being hungrily eyed by Venice, who have managed to assert their control over the Istrian coast.

Croatia remains in union with the Hungarian Crown, having lost its Dalmatian holdings to the Serenissima in 1420. The realm has entered into a state of general decline, yearning to once more reclaim the glorious days of King Dmitar Zvonimir. Their Magyar overlords meanwhile, have also set their sights on Bosnia, seeking a buffer-state against the ever-expanding Ottomans.

Skanderbeg, supported by people of all ethnicities in the region, starts a decades long rebellion against his former suzerain, the Ottoman Empire, which by now established direct control over former territories of Lordship of Prilep and Velbazhd, gaining a strong staging ground for further conquest into Southern Greece, Albania, and Serbia. Can Skanderbeg and Branković overcome their feud and unite with the Hungarians for a greater cause?

Byzantine-Greek holdings in the Aegean and Southern Greece suffer from big uncertainties ahead. With several island nations, such as Naxos and Lesbos, all working for their own interest, this region's future is impossible to predict, as Republics of Venice and Genoa, as well as the Knights of Rhodes, all aim to expand their influence and strategic utility in the Aegean.

On the Peloponnese, several Byzantine holdings stand firm, though local authorities of Despotate of Morea, seated in Mystras, gain more ground as Byzantium's successor, with Kōnstantinoúpolis outmatched without outside help from the impending Ottoman attack. After decades of infighting between Greeks, Serbs, Albanians, and Ottomans, Despotate of Epirus was united by the house of Tocco of Kefalonia, but is now steadily losing ground to the Ottoman Empire, losing Ioannina in 1430.

The kingdom of Cyprus, dominated in the 14th century by the Genoese merchants, hoped that the French would be able to help against the Italians, therefore they sided with the Avignon Papacy in the Great Schism. The Mamluks then made the kingdom a tributary state in 1426. Can the succeeding monarchs of Cyprus regain their independence against the interest of the most powerful trade powers in the Mediterranean, only time will tell.

In the following days, expect to see all NI sets having descriptions, and we will post a full spreadsheet of all provinces in the region, with their development, and more specific province info, as well as hundreds of dynamic names, etc.

I have to say that this here is one of my favourite proposals for the Balkans, congratulations for that. But I have a slight nitpick. I find the Border between Filibe and Islimiye too straight for my tastes, It brings me severe current Silistria vibes. But other than that the map is excellent
