I just noticed this in my game. I have two slave races in my empire, purging allowed, and my citizen pops are all using stratified economy. Is this a bug? Am I not doing something? It's a huge -20% penalty for the largest faction in my empire.

This is a bug indeed, I just encountered the same thing. Strangely enough, I did not notice it until I enslaved the second species. Annoyingly, this is the case on the new test branch.
Are you using robots? because there's a bug in which the demand calls for the wrong citizenship right. It checks for citizenship_ai_servitude instead of citizenship_robot_servitude, which means that if you are using robots both options to fulfill the demand return as false unless you have slaves.
