Because the playerbase WILL use it and its best to pander to the player base and not the AI?

I agree.

But I hold out hope it will be an expansion feature.

I don´t even understand why you want to "fix" boarders ;P

I still hope they´ll include this option, but with some rules like:
Selling rules for the AI
1.Only provinces with very low national pops
2.Provinces that are very useless in regards to economy and military actions
3.They only do that if they need the money or the province olny consume money
Buying rules:
1.The AI will only accept prices that are a joke(I.e the money the province produce in 1 or 2 months)
2.If the AI have alot of cash lying around

Anyway I still hope for the revival of it

Yeah, and then these AI goals won't balance out and it will be either become impossible to use, or an exploit to steal provinces off the AI, with all the resulting whining on the forums over a broken feature (the irony being that no one's holding a gun to anyone's head to use it). So, good call on keeping it out until Paradox has time to develop a well thought-out negotiation system.

Playing Vicky in MP is like that scene near the beginning of Fight Club, when the two guys start punching themselves.

This feature is fairly irrelevant, so I doubt most people will care whether or not it's included. I certainly won't. The North American land purchases not really being modeled is a slightly greater annoyance, but I'm sure that's something that really has more place in an event set to fire on loan repayment default for Russia or Mexico to America or America's Hat as appropriate.

I regularily play victoria multiplayer and know people who do play it so you are mistaken.

This feature is relevant in multiplayer. I just remember a game as Austria where i sold parts of Slesia to get financial aid and political support. Then i settled peacefully with Italy selling them the provinces of Veneto (if i remember it was 40k£ per province). When i started to colonially expand, i got some lands in Africa that the British considered dangerous to them. How to solve it? I sold them Soccotra Island.

How would you model that without the selling province feature? Do you have to simulate fake wars with other players? Do you have to wait the end of the session and the GM has to get more work modifying the txt files?
It's just weird and no sense. Most of all cause you can always make the AI do not use it if it doesn't work and it would anyway require something like a couple of hours of scripting and nothing else to implement it.
