The AI's willingness to accept enforce peace is completely insane

The last time I tried to enforce peace, the aggressor looked at their alliance's 28,000 soldiers, then looked at the 96,000 soldiers I had deployed on their border, and then decided they weren't scared of my army and refused to end their war. The AI puts far too much emphasis on its own desire to keep fighting and far too little on its ability to actually win if the nation enforcing peace joins the war. This needs to change.

Last time I tried to enforce peace it was against some NA natives with ~15k forces and 8 techs behind while I fielded >90k troops who attacked my poor newly formed CN. Obviously they refused, so I shipped over 2 30k doomstacks.
During that war, another bunch of natives attacked the very same CN, just this time, my doomstacks were already on their borders. Another enforce peace, another war with natives.
Happened a third time during the very same war. That was the point where I got fed up witth natives, declared war on the next bunch and called in as co-belligerrents any and all tribe I possibly could. The result? NA natives about extinct before 1600, noone left who could refuse enforce peace there...

What happens after that is massive OE for your CN and every former tag generating separatist rebel, alongside with peasant rand noble rebel armies of your colonies. You keep wasting blood and treasure for very long. And most importantly -- player time is spent on grinding, not having fun.
Nah, you just leave those 2 doomstacks you shipped over there to suppress rebels on the entirety of northern america and forget about it otherwise. The increase of force limit from giant colonial nations should be enough to compensate for them.

I've had a Spanish game where the natives that attacked my colony would refuse an enforce peace, making it literally 3 million soldiers vs their couple thousand...

Here's hoping the native AI is fixed as promised to be less unbelievably annoying.

I don't like this mechanic at all. Now AI refuses to accept peace but if AI would consider army strength you can just prevent other nations from expanding using enforce peace all the time. Just imagine Ming using enforce peace on the Ottomans when they attack Byzantium or Candar

In the obscenely unlikely case that either of those 2 managed to see Ming AND make it like them enough to try to enforce peace on the ottomans, I'd applaude them for their cunning diplomatic play. Also I'd assume that ottomans would just rightfully refuse the enforce peace, under the assumtion that Ming would have a hard time even getting there in time.

under the assumtion that Ming would have a hard time even getting there in time.
This would be possibly the single least intelligent assumption an AI could make to be honest, we both know the AI will go through hell and high water to get access.

I see the concern about enforce peace being abusable if the AI acknowledged military differential. I think attaching a cost (like, 100 diplo points) would help curb too much abuse. Of course this should only be changed AFTER natives won't declare suicide wars against your colonies.

Just wanted to note that your opinion of the defender has to be at least 100, and no truce with the attacker in order to enforce peace. So unless Byzantium was raising relations with Ming from day one, I don't think any changes to the calculation would affect the Otto v Byz war.
Seriously though it would be nice if the Natives at least looked at your army strength on the same continent when they calced their answer.

Are there many historical examples from the EU4 time period where an aggressor nation has backed down and made peace purely on the threat of intervension from a third nation, without that third nation ever actually having to deploy troops to enforce the peace?
It seems to me that the more pertinent problem is the AI's reluctance to come to terms once its obvious they're losing the war, not the part where they don't immediately cave to threats.
