The AI shouldn't be allowed to use Settlement Growth

The AI always seems to use their colonist one way or another, sometimes resulting in them doing settlement growth on an important province of theirs for decades on end, meaning they can't build buildings on it while also sucking away 2 ducats a month. This just makes the AI debt problem even worse. The AI simply doesn't know how to use it, and it can even trouble the player, like when a colonial nation starts doing settlement growth before you toggle the option to block it. Thus the AI just keeps on doing it forever even with nearby provinces to colonize, and there's nothing you can do about it unless you release the colony and annex it. Disabling the mechanic for the AI would just get rid of that whole headache.

That's what I mean by nearby. Bordering in the same colonial region.

I have never seen the AI continue to use promote settlement growth in that situation. Do you have a save game which shows that?

colonial nations will stop promoting settlement growth to colonize provinces. If they don't stop, there is no province that they would colonize anyway. CNs don't colonize provinces "nearby". They only colonize provinces which border existing provinces of them(a strait crossing is enough).

In my experience, Carribean CN would always use their colonizer to promote settlement growth, eventhough the neighboring islands still empty.

In my experience, Carribean CN would always use their colonizer to promote settlement growth, eventhough the neighboring islands still empty.
Yes, but the neighboring islands don't have a border with any of their existing provinces. Sharing the same sea tile is not enough. The empty province needs a land border or a strait crossing with one of the existing provinces of the CN(I'm not 100% sure if a strait crossing is enough).

Has there been a more garbage addition to the game? I can't think of one.

3. reducing reform desire as the pope
