The AI should not be able to do this research/focus - Low hanging fruit edition

First of all I love this game and second I know next to nothing about programming. I am sure that making the game run is an achievement in itself.
That being said, some basic choices the AI makes with regards to research and focus make zero sense and it annoys the heck out of me. Like:

1. Rearching Air Doctrines when having no airforce. Can't the AI be coded that when it has zero planes it doesn't research air doctrines?
2. Continuing naval focus path when it no longer has a coastal province (or Italy doing Lybian Infrastructure after having lost Lybia).
3. The US going down War Plan "insert color" when said nation is democratic and/or in same faction as US, ie when the likelihood of conflict is zero.

I am sure there are more examples. Please feel free to add them.
I am looking for focus/research paths that literally make zero sense. although the highly questionables might be interesting too.

Example: Xibei San Ma whilst in possesion of 1 Tungsten, has researched Excavation I and II. This is highly questionable. However with all the excavation techs and max infrastructure 1 tungsten might become 2. But maybe someone can confirm that countries with zero resources research excavation too.

Shouldn't the AI research naval tanks and such if they are the UK or America? Obviously they are not very effective but you know for RPing reasons.

I see your points, but I want to add some thoughts:

Excavation-techs are not only for increasing the amount of a recovered raw-material-source, but also to "develope" those ones, whose raw-materials are not "reachable" with the old tech
The research on new excavation-tech might give a country the knowledge, where new deposites can be discovered ( with the old tech, they remain "undetectable" )

Most player knows the "future" cause they have played until 19XX or looked into the specific datas. So they know, that there are no further raw-materials for that country.
But to mirror some kind of reality, the research of new excavation-tech is not fully "useless".

Without WtT there are no prospecting decisions and the AI is usually designed for the no-DLC case.

Example: Xibei San Ma whilst in possesion of 1 Tungsten, has researched Excavation I and II. This is highly questionable. However with all the excavation techs and max infrastructure 1 tungsten might become 2. But maybe someone can confirm that countries with zero resources research excavation too.
If a country has no resources at all, the weight of the technology is reduced by a factor of 5.

That's mostly just because the focus isn't blocked off by anything and it can. The same thing happens with the UK and its war goals.
It's also annoyingly common in other focus trees.
