Carthage offers Rome 3 Provinces to sue for peace in an imperial challenge war that is at 10 warscore. They don't really have an army anymore, so no more warscore.
However, Cartaghe refuses a white peace offer, even if i offer them entire Latium i'm 15 points short of making peace.
It might be a cunning plan, because i sit at ~48 AE. Their peace offers are worth another 20 or so, and if we don't make peace, my vasall will keep adding AE by capturing territories. But that is not how i know the Clausewitz A"I", it really should accept my white peace offer
