Case in point:

This war has been going on for about fifty years now. France can't beat the combined Spanish-Portugese navy, so they can't possibly take Corsica (the wargoal), but they won't settle for anything else BUT Corsica. I've had this exact scenario play out at least a half a dozen times since I first got the game.

Does cry for peace even activate if the wargoal isn't met?

I'm not sure, but I think it only does when the wargoal is conquered. That said, I think I've seen AI being lost in a war which they can almost never win, so there should be a call for peace if the war lasts longer than 15 years or so. The amount of years after Call for Peace kicks in is arguable, but there needs to be some limit.

I mean heck, in a situation like this the AI should be told "uh, you don't have the wargoal but look at all the other shiny things you can take!"

Presumably when their WE gets high enough they'll peace out. I guess I may be giving them too much credit.

If it's not solved by quitting the game and loading it again (the AI can get stuck in a "dead end" which makes it effectively brain dead) I suspect this is an issue that should be solved by changing AI priorities rather than crippling it with WE.

I just gravitated toward the easy fix rather than the one I have less understanding of. And yeah, doesn't get fixed by re-loading.

Have you made a bug report? Can't hurt.

Unless Spain has big colonies (and even then, do they get any income from them given they're fully occupied IE effectively completely blockaded) it should eventually run out of money for its navy. Curious that it's held out for so long.

I'm curious. Does this happen often? Several times per game? Once every game? Once every few games?

Are you using any mods?

I'm not the OP, but I'm seeing the same thing, more and more often.

France trying to land in Corsica has become a sort of tradition in my 1.7 games, and usually triggers around 1625-ish.
The next 40+ years France and castille is then locked in a bloody struggle ending with a white peace.
I've seen this at least 10 times, playing Vanilla ironman.

I've also seen denmark and GB fight over orkney for 30 years and ending with a white peace. England never sieged down orkney as denmark had naval superiority and spent the entire war blockading the strait. The fact that almost all of skandinavia was sieged down made no difference. White peace was enough.

Spain's colonies are big and have crushed the French colonies; the New World looks like an inverse of the screenshot above.

I'd say this happens once every other or every third game, and always at about the same time as Strangedane said.

I saw similar thing when Naples attacked me over Malta, they had Malta an like 90% of WS but didn't stop the war. Eventually, only Malta has been taken from me. It was really long and really pointless war.
