In my current run with China I saw a lot problems with the AI regarding manpower management and overall performance. I list some examples below (historical focus turned on):
Soviet Union:
- it had around 700k manpower left
- it switched to Total Mobilization despite their losses on the front against Germany
- after the manpower pool reached zero, it switched to All Adults Serve
- the manpower pool is now always zero, because the slow reinforcement can't catch all the losses
- the AI has all divisions at the German border, although I am justifying a war goal against the Soviet Union with nearly 300 divisions on the border
Japan:
- initiated the Marco Polo Bridge Incident
- only attacked Bejing for ~3 months
- after that 3 years without any fight except suicide naval invasion
- declared against the Allies and moved 80% of their troops from our shared border away after the USA joined the Allies, although there were 120 enemy divisions at the border
Romania:
- a civil war between Legionary Romania and Kingdom of Romania, where the Kingdom joined the Axis and Legionary Romania joined the Allies
Allies:
- suicide naval invasions all over the place together with suicide Paratrooper drops in Africa instead of focusing to one territory/front
My two biggest problems are the behaviour of the Soviet Union and Japan. Why is this still a thing? The AI was very bad with managing manpower before the update too and it is even worse now due to the new rules. I admit, that the AI was improved in a lot areas, but this is still a major problem imo.
