The AI continuously fails to conquer single province

I've seen this several times in my games lately: the AI attacks the same single province repeatedly and beats it easily, but fails to annex them even when they have a claim and their casus belli is to conquer them. In my current game Austria is on their 5th conquest of Bosnia's only remaining province. The four other times it won easily, but only asked for monetary repairs. It's pretty stupid and a huge waste of their time.

Anyone else noticed this?

EDIT: This bug has been reported and is in review.

Even if they gain nothing from it? Bosnia has 7 development, and Wien has 34. Seems pretty bugged anyway, so maybe I should report it.
The AI keeps offering me pillage even when the only thing I'd gain from it is AE, so probably. But yeah, whether it's pillaging or no, yours isn't the first post I've seen about it, so it should definitely be reported.

Is it the total annexication cost modifier? If people have allies you can soundly beat them but have an OPM that you cannot reach so struggle to get the 100%

I wondered thats too, but in these cases they beat them several times over by also fully occupying their allies: Serbia and Raguza which should amount to 99-100% score.

Is it a Governing Cap issue? ie, does the AI think taking that province would put them over their GC? If so, they probably should take that into account before declaring the war, yeah?

They should indeed take that into account. But I doubt Austria has a problem with governing cap at this point due to their small size in my current game.

I also made a thread about this a week ago and its probably because they cant reach the required warscore because of there allies who remain undefeated and the AI wants to peace out soon as possible, so they end up asking for money instead of annexing.

Hang on. 5 wars over the same claim in less than 70 years? Are they white leaving and then promptly declaring war again?

So the AI just go for war reps. The AI is to stupid to peace out the allies before annexing war target/dont have the patience to build up enough war score. Thats what I think is happening. I see it all the time in my games.

Maybe they want to weaken the big ally the opm has
I have the same issue. Insane that this isn't fixed yet, the HRE remains eternally a mass of OPMs

AI will always accept peace from an OPM if they offer max ducats and war reps.

You can check this out by just playing an OPM and trying to peace out anyone from some dumb war.

Here's an example. I booted up Austria, used console to add a core on Bregenz and immediately declared a reconquest CB. Tagged over to Bregenz and on the same day the war is declared, I can peace out for ducats and war reps. There is absolutely no reason Austria should accept anything other than the reconquest of their core, and even if they don't they should never accept a peace deal on the same day the war was declared.
