Chapter 10: Choosing the lesser of two evils

After achieving victory, we immediately demobilize. I open all factories that closed, since all the workers were off fighting, and then subsidize them. I spend £1000 to discover the North Pole; I mean, who better than Russia? In August, I start cranking out Cruisers; my navy is badly out of date (all of my ships are still wooden!) and this peace is a great time to make up for that. On the whole, I order 160 cruisers. Cambodia becomes free of Dai Nam in September. Saskylah and Nizhnevartovsk both become states in October. The UK asks for military access, which I grant, only to discover they're supporting Germany against Denmark. I start giving Denmark war subsidies, but I doubt it will make a difference. Here are the new GPs:
I spend a bunch of money to expand my factories -- about £200,000.
1899
In January, with the tax efficiency techs complete (for now), I move on to Advanced Metallurgy. Denmark white peaces with the UK in February. Norway wants to be free of whoever it is that is ruling them, but I sadly must decline; I can't afford the infamy.
Here's my budget, as of July: note the insanely high industrial subsidies.
I have a problem here: I can either pay subsidies, and have workers employed and happy, or not pay them to save money, but have workers unemployed and angry. My overall craftsmen pool is probably overly bloated, but apart from letting them starve -- and possibly revolt against me -- there's not much I can do right now. Hopefully, the market will correct itself, and the factories will start making money. In any case, my budget is fine for now.
Throughout 1899, there are any number of minor rebellions that are easily stamped out. Salor Confederation (i.e. Turkmenistan, in Soviet parlance) is established in September; it's like the events you saw in the last update for the Uzbeks and Kazakhs. My loyal ally gets a nice present in November:
I finish Advanced Metallurgy, but save up points until 1900. Gumbinnen cores in December.
1900
My first tech of the new century is Bolt-Action Rifles; I can't imagine the Germans will take the loss of their land with good grace, so I need to be prepared in case another war happens. I greatly expand my army in April by 90 brigades; most of those are artillery. I'm up to #4 in global oil production in June; I'm only 1 unit behind the UK at #3. Austria-Hungary is #1, which is a little surprising; it must be from their African possessions, as to the best of my knowledge, the only large oil fields in eastern Europe west of Russia belong to Romania, which is in my sphere. I shift one of my Encourage Capitalist NFs to Kazan to further stimulate Oil and Fuel. Königsberg cores in July. I get an alliance with sphered Norway in August. In December, the Chinese Civil War finally ends.
As you may have already guessed, I'm not going to be eating much of China (goal #4), and that's mostly because of Germany. I'll have to keep one eye on Germany for most of the rest of the game, and I recognize my weaknesses as a player: I probably could not manage, or indeed win, a two front war of that magnitude. There is no Russian von Schlieffen, in other words. I finish Bolt Action Rifles in December and start on Electrical Power Generation.
1901
Korea westernizes in March. I expand no fewer than 23 factories in July. The UK absorbs Oranje in August, but this is far more relevant to us:

My subsidies are gone, which means I just got a huge mass of unemployed workers. At the moment, no factories have gone bankrupt, but by September, they start failing, as I expected they would. This puts me in a real bind. I have several unpalatable options:
1. Do nothing, and hope the massive revolution that results can be defeated without Germany going after me for their cores.
2. Switch parties, experience a massive MIL hit, and probably see #1 happen anyway.
3. Pass a reform.
Here was my decision, but I have an ulterior motive here:

It would seem the liberal movement is being driven by the rich. Expanding the franchise will make my voters more conservative, and allow me to do this in January.
This will, at least in the short term, fix my unemployment situation and prevent the liberals from winning again. Ordinarily, I'd be all for an L-F party in power, and in hindsight, I kind of wonder what would have happened if I did just let the rebellion break out. As a guide to economics, however, I ultimately decided showing how to usefully intervene was more important than sticking closely to the house rule against reform. If I were to do this AAR again, with these exact circumstances, I might not have reformed, but there you go.
Great Wars are enabled in February.
The reason no Great Wars will happen is that, for whatever reason, the GPs aren't allying in coalitions. Germany and UK will eventually have a falling out, and that means that most of the GPs are either Asian (and therefore don't get involved in European politics), allied to me (USA) or completely alone (Austria-Hungary, Germany). If really wanted a Great War, I could have declared war on China for Sakhalin, but again, I didn't want Germany stabbing me in the back, and most of my friends wouldn't have joined, so even that wasn't a sure thing. However, I do figure out where the North Pole was in February.
I get two alliance offers the same month:
Both alliances could accomplish the same thing: helping to contain Germany. I could have chosen both, but with Germany weakened, my new target is to free Yugoslavia, which means a conflict with Austria-Hungary is inevitable. I finish Electrical Power Generation in April, and move on to Anti-Rationalism. My strategy for electioneering works, and in July, the Conservatives are back in power:
With my new party, my economy is doing so well (at least for now) that I need no taxes from the rich or middle classes!
Factories are re-opened, subsidized, and greatly expanded. UK annexes Transvaal in October, and they finally demobilize. I'm about 2200 points shy of UK for #1; a very tall order.
1903
I readd Korea to my sphere in February. I've won multiple Nobel Prizes at this point, including the Nobel Peace Prize, apparently for not fighting a war for almost five years. Then, we get to July:
The update schedule should stay fairly steady -- at least one a week, hopefully -- for the next week or two, but it will slow down greatly once the second batch of papers from my students is due.
