The absence of a ghostly gentleman in the victory of the Provisional Government against the Soviet Union makes Russia much more vulnerable. Almost any country can have three spy operatives (an agency, 5 agency upgrades and a ghostly gentleman). As far as I understand, the ghostly gentleman does not disappear during the Stalinist purges, he simply disappears after the end of the civil War. In my opinion, this flaw needs to be corrected and a ghostly gentleman should be added to the advisors when playing for Russia
