Hmm. So if you have a state with 5 provinces and someone takes 4 away from you you still have the whole states factories while they get none? (Yeah, I know you wouldn't have the pop to run them)
When I started reading this thread I thought that was crazy, but it makes sense now. People you've just conquored wouldn't be too happy working for you, would they? So taking a province shouldn't give you it's factories and you building new ones simulates you moving people into that area or your new citizens getting used to the new management.
Ok, but why should you get the factories if you take the whole state in a war? Won't we now just not sue for peace untill we can grab an entire region?
