Go in the "User made scenarios and mods", choose a mod you want try and download it. Most of the mods are archived mod folders. Unpack the archive directly into your main "Europa Universalis II" folder (the mod should be then in a separate folder inside Eu2 folder).
Now you have two ways how to launch the mod:
1) download
Mod Launcher, place it in Eu2 folder and run it (it will automaticaly find all mods and enables you to launch them by simple click, automaticaly handling any modified map)
2) create a shortcut of Eu2.exe, open its properties and in the target write behind the last apostroph name of the mod folder, then use this shortcup for launching the mod
IMPORTANT! In both cases the mod folder can't contain spaces!
Larger mods like AGCEEP or MyMAP has installers. Install the mod also in separate folder as written above.
Mods that contains modified map have written in their installation instructions "replace vanilla (original) Eu2 files" or "make a copy of Eu2". It's because that the internal function of Eu2 that enables launching mods placed in separate folders within Eu2 main folder doesn't support map modifications. MyMAP is solving it with a BAT file distributed with this mod. Mod Launcher is more universal.
EDIT: New version of Mod Launcher has been released few whiles ago. It's compatible with Win98 and WinXP. (Most probably also with Win2000 and WinME)
