I think it gets saved in the config.eu...which you "modify" by changing options in game and then starting up a game that way.
Correct. We cannot modify that file in any other way than by starting up a game and adjust parameters and save and quit, so I think we should allow for quite a few of the messages to be displayed, as it is easier for a player to remove them as they appear, than to search for them in the list.

However, if it is saved in the config.eu, we could just distribute it with that value in the download.

Config.eu was removed for this reason. Everybody has different settings in config.eu (not only messages but sounds, music, speed, etc). If config.eu is not in AGCEEP folder, EU2 takes the one in EU2 main folder, or create a default one.

IMHO, it is easier to change to weakling than to have to change personal config every time a new AGCEEP version is released (or annoying solution is just removing the config.eu in AGCEEP folder just after installation). Having a default config.eu in EU2 main folder with the right setting for aggressiveness is far better (end easy to do once for good).

i've make EO BB decreasing by 40 in event between 1419 & 1550, and it's still no good, because the AI files are bad. Ottoman annexe lots of countries that are not on his cores, in the beginning of the game, with the annexion of Morea, Byzance, Trebyzond, and half Armenia, before 1430. EO never grown good, and burnt properly all countries in which it have cores on, like france, 90% of the time they don't wanna get their cores back, they prefer growing on another side.
Systematicly EO is eaten by Austria , it starts in middle 1500's afterwhat, it's the massacre ...

Yes, perhaps true. I remember it was very annoying for vanilla patches to reset all those settings every time.
