Trying to murder someone secretly does not fit to this concept at all.
As of 1.14. your realtions with you allies depends on trust - how trustworthy is someone who secretly sends killers instead of challenging his opponents directly?
Mind, these penalties should strike for every attempt whre you geht caught. The chances of actually succeeding should in any case be extremely low. Using assassinations as anything else than a measure from outright desperation would imbalance the game to ridiculous amounts. You should not be able to see more than perhaps 10 assassinations in an entire campaign. How many rulers in this timeframe have really been murdered?

You touched a good point. As you can see hashashahins' goal was to create a panic inside Seljuk Empire. They tried to do sensational attacks. At result they were succesful.Yes, again, the main difference between terrorism and "classical" assassinations is the primary goal. Do you primarily want to get rid of a specific person, and do you want to cause a civilian panic? If the latter is the case, it´s terrorism and has no place in this timeframe, regardless of "side effects" classical assassinations of historical figures had.
Would anyone really want a EU4 game whre you can click "send terrorist to Constantinople" in the diplomacy window. Well, i wouldn´t want that. It´s not only anachronistic, it´s tasteless imho.
