To be honest the prime factor in the quality of the average foot solider is pure motivation. I mean there are just so many "technical skills" that you can actually learn as a common foot solider (there are certainly a few more for officers). Experience is key but as a whole both of the bulk of nations armies were inexperienced at the time. The motivation and momentum for Germany during that spring was just overwhelming, especially for nation that essentially building up for that moment over the past 7 years.Actually most frenchman had more individual skill than their german counterparts - most french units had some combat experience against ill-organzied colonian rebels/ruffians.
I think fascist nations should be the ones who get territorial pride because they are the ones who emphasize so much through their ideology.
