Actually most frenchman had more individual skill than their german counterparts - most french units had some combat experience against ill-organzied colonian rebels/ruffians.
To be honest the prime factor in the quality of the average foot solider is pure motivation. I mean there are just so many "technical skills" that you can actually learn as a common foot solider (there are certainly a few more for officers). Experience is key but as a whole both of the bulk of nations armies were inexperienced at the time. The motivation and momentum for Germany during that spring was just overwhelming, especially for nation that essentially building up for that moment over the past 7 years.
I think fascist nations should be the ones who get territorial pride because they are the ones who emphasize so much through their ideology.

Personally I'm not a huge friend of territorial pride as a fixed modifier to combat value - just look at the Wehrmacht in '45.

Perhaps it should be related to national unity and/or party popularity. But to be honest, I don't want it to be particularly large either, and this makes as much sense on the offense as the defense. Attempting a large attack when your nation has no will to fight could be met with penalties, but also holding off an invading army can rally the troops in your defense. I suppose NU is too abstract really, there are several things it represents.

Ideally we don't want to grant it to any factions or government types exclusively, and we should be trying to move away from countries being driven by arbitrary decisions/events they get instead of being based on the sort of "national statistics" (NU, population size, etc) and the situations in question. The more dynamic, the less likely we are to see games break down into illogical scenarios and have horrendously unrealistic things happen.

National unity and dissent should have a HUGE impact in the territorial pride bonus. Territorial pride reflects the will of the people in a country to defend and fight for their homeland.
