While the game don't feauture territorial defence forces (i.e. the swedish "hemvärn" = unable to move over any distance, poorly trained and without good equipment), perhaps it could be a modifier, possibly in connection to the amount of IC or manpower and adjusted by laws. And no, I don't mean a garrison nor militia...

Example:

A attacks B.
B defends a province with 5 IC and have law "strong support for our territorial defence"
A gets a negative modifier based on that formula

Result:

Add an extra historical dimension as well as:

make it harder the more people defens an area and highly populated areas will be a bit harder to conquer.

Just came up with the idea and thought I write it down before i forget it. Good? Worthless? It's rather abstracted, but would be a nice touch and also doesn't forget i.e. the up to 200000 mobilized territorial defence men from time to time during ww2 in Sweden (dunno about other countries)
