I think these claims are in CORE mod for the game.

For Tibet the major reason is probably so China can't demand and get them without war. Same reason many of Germany's claims were removed in patches; they get the claims after they capture them. (I usually do this for Tibet-China when I play China.)

Exactly, in earlier patches, when China had a claim on Tibet, it would succesfully inherit the country most of the time, so it was changed in later patches.

In the 1939 scenarion in 36 they have no claims but in the 41 scenario thay have claims on the Falklands and Paraguay. A bit odd...

But without claims they get dissent?

Yes. If you really feel the dissent should be reduced then you can add a dissent reduction of half the DoW dissent to the "after annexing" event that gives them the claims. (This will help a human but not the AI since it doesn't know it will get such an event.)
