One question though - what was the rationale behind having only one AI - trying to make the game more about exploring and integrating pre-FTL rather diplomacy?
Honestly, I thought that it would be an interesting departure from the default Stellaris set-up. But, yeah, you pretty much hit the nail on the head. I really wanted to focus on exploration, navigating the slippery slope between uplifting/enlightening and subjugating, tackling leviathans, and the eventual awakening of the 4 fallen empires - all while trying to roleplay a relatively peaceful, progressive, and benevolent human civilization.
I figured. I only got about an hour(ish) with Leviathans and have been busy with other things. Will get to it soon enough.

Quite an eventful series of events. Damn natives! All those new civilizations...surely one of them should be on the testing end of your new military technologies! :p
It get definitely takes a healthy chunk of time to break into the new content - especially since the leviathans are /really/ hard to tackle without late-game technologies.
I've intentionally been stagnating the Terran Union's military growth a little bit. The advanced start AI out there should be a noteworthy opponent, once I manage to find them!

In 2274, Erica McGillis began her second term as Chancellor of the Terran Union. For Erica, her call to action had been the awakening of The Wraith of Obskyke and the financial mismanagement of the Nakagawa administration. By the end of her second term, not only would the budget deficit be remedied - but the number of research institutions would be expanded as well.

Keisuke Nakagawa was back to exploring and Radoslav Dragomirov was once again leading a research team.

While all four of these new races showed potential, the already space-faring Fevarians were given the immediate priority for technological enlightenment.

The Twax'Ihdar, being pacifists, were expected to capably handle the responsibility of atomic power.
The Hulfir, fanatic collectivists, took excitedly to the regimentation that accompanies industrialization.

As expected, the Sejethari League made an excellent addition as a protectorate of the Terran Union.
The Union of Pash were more resistant and resentful of their limited role, especially given how close they were to developing FTL capabilities on their own.

Failures, unsolicited mapping

In human history, there had long been stories about fountains of youth and other mystical life-extending artifacts. Strangely, to find a real one it required humanity to travel into space - and halfway across the galaxy.
The Pleeturi Tree would become a subject of furious study for generations but, for the immediate future, remained impossible to reproduce and impossible to explain. Still, its' excretions were distributed across the Terran Union as fairly and equally as possible - despite the temptation of benefiting the ruling elite by keeping it a secret.

Although it took two years, the TUN Philippines settled safely on Gatana Prime - making it the third "Primitive Colony" of the Terran Union.

Attempts were made by all available survey vessels to find a safe path to the system designated by the Dathnak, but with no success. By the time an armed escort could be summoned from closer to Terra, the deadly radiation had spread too far.

The curators of the Sigma Enclave would become very dear friends and allies of the peoples of the Terran Union. Although the tutelage and insights of the Curators came with a hefty cost, the resulting benefit to the Terran Union's sciences was astounding.
The Terran Union's relationship with the Muutagan Merchant's Guild would be slower to develop, as there was no immediate need for the buying/selling of mineral or energy resources.

Although beautiful and inspiring, it was these Crystalline Entities that blocked the path to the new world for Dathnak.

Far to the galactic 'northern' rim, the Terran Union discovered the Bos'Pachtux Republican Holdings. Brilliant scientists, but stubbornly xenophobic, the Bos'Pachtux responded to first contact by: signing a non-aggression treaty, declaring the treaty null and void the following day, and closing their borders to Terran Union ships.

The remains of destroyed ancient mining drones offered a potential, but limited, source of energy resources - if the Terran Union ever found itself sliding into financial deficit again.

Sejethari League - Terran Union Migration Treaty
Although very recent additions to the galactic community, the Sejethari approached the Terran Union to abolish migration restrictions between the two civilizations.
Terran Union - Hydari Cartel Migration Treaty
Following the treaty with the Sejethari, Terran Union diplomats serving in every foreign civilization were encouraged to seek similar treaties with their hosts. The Hydari were receptive, given that Fia Nita Prime was now suitable to their physiological needs.

Between 2274 and 2284, seven new technologies were developed. None of these technologies could be directly used for destructive purposes.

See that new civilization, "Khessam Watchers"? I never got a notification about contacting them. They just popped up one day without me noticing. I'm assuming that it was because one of my protectorates wandered into their space.
Also: I'm considering changing the colonies' names to something a little more interesting than "(system name) prime". Honestly, I'll probably just retroactively name them after the colony ship that settled the planet and use that same naming scheme going forward.

Yeah, that's definitely a good way to go about it. I'm going to stick with the colony ship names in part because of the semi-random nature of the names, and to relieve the pressure of feeling like I need to be creative. :p

It was getting a little dull referring to planets as "[system name] prime". Easy to remember, and definitely how I prefer to manage my empires in non-AAR games - but, yeah, dull.

The Khessam Watchers imagined themselves as the holy guardians of planets and systems of spiritual significance - though what exactly that significance once was had been forgotten over the passage of time. More than anything, they were little more than guard dogs now - albeit very technologically advanced guard dogs.

Medical technologies had come a long way in the 23rd century. At 92 years old, the new chancellor - Courtney Shoebottom - could still look forward to at least 20 more healthy years of life. An expansionist and investor, former Survey Captain Shoebottom was dedicated to continuing her work at growing humanity's horizons - only from an office chair, rather than that of a captain.
Erica McGillis returned to leading the Terran Union's social sciences, while Radoslav Dragomirov once again captained a survey vessel.

Until these civilizations reached 'technological significance', it was Terran Union policy to leave these culturally incompatible civilizations be.

Although the journey to Unity from Terra was a long trek, the natural beauty of the tropical world was certain to attract settlers.

Crashed ore freighter, giant crystalline construct, another gas giant ship, abandoned cargo pod, experimental terraforming, wildcat miners, peddling radiation

Although only a small segment of the population were campaigning for a modification to the Terran Union's wartime bombardment policies, it was concluded that shifting the policy to minimize damage to civilian populations would also garner goodwill from other civilizations.

Of these four, only the xenophile Bokasheran showed potential for technological enlightenment.

Located far from the heart of Terran Union space, this artists' community would be ignored for the time being.

The first civilization to be contacted by humanity in the Galactic West would be the Qiramulan Republican Planets. Xenophilic spiritual seekers, the arthropods were gracious hosts to humanity's first contact teams. It was made clear very quickly, however, that the Qiramulan Republican Planets was unable to engage in diplomatic negotiations on their own behalf, as they were the protectorate of the Sovereign Yibrak Clans.

The Sovereign Yibrak Clans sent representatives to meet with humanity's first contact teams in short order. Incredibly independent and materialistic, the Yibrak values very much reflected that of the Terran Union. Following an exchange of star charts, Terran survey missions were respectfully directed toward away from their space.

The star charts of the Sovereign Yibrak Clans introduced the Terran Union to the Andigonj. The Andigonj, militaristic xenophiles, would immediately and excitedly sign a nonaggression pact with the Terran Union - as well as engage in a star chart exchange. A few years later, near the end of Cancellor Shoebottom's term, they proposed to the Terran Union a freedom of movement and migration treaty - which was excitedly ratified.

Uplifted by scientists from the Groknaploran State, the protectorate status of the United Nuurian Coalition was transferred to the Terran Union in 2287. Independent militarists, the Nurrian military junta government was quick to voice their displeasure by formally insulting the Terran Union. This was not dignified with a response.

Another civilization revealed through star chart trading, the Moij-Huxgan preferred isolation more than their neighbors. Although they were convinced to exchange star charts with Terran Union representatives, it was only out of the understanding that the exchange would help human ships avoid Moij-Huxgan space.

Given that the Terran Union's survey ships had traveled to the galactic "North" and "West", there were regions closer to Terra that had been long neglected - except by the efforts of the tireless Groknaploran people. To amend this, four new survey ships were commissioned and captained:

TUN Columbus | Salvadore Torres
TUN Tsiolkovsky | Yeedik (Notable for being the first Orassian official in the Terran Union)
TUN Galileo | Salma al-Qadi

Located on the far side of the Galactic Moij-Huxgan League and the Sovereign Yibrak Clans, the Caloctora Progenitors were yet another remnant of a forgotten ancient empire. Unlike so many others, however, the Caloctora were kind and even protective - in their own way. Theirs was the only ancient empire to open their borders to the Terran Union. This kindness was not forgotten or taken for granted when, two years later, the Caloctora asked for 1 billion humans to be placed under their protection in an "Endangered Species Preserve". While many in the Terran Union found this appalling, humanity had grown to such large numbers that the less than 1% of humanity to whom this idea was appealing were still more than enough to meet the Caloctora request. Opponents would criticize the Shoebottom administration for 'allowing this to happen' - despite the fact that citizens of the Terran Union had always been given the right to travel as they saw fit.

Due to their pacifistic and materialist ways, the Twax'Ihdar were granted technological enlightenment by the Terran Union. Although initially reluctant, they quickly joined other Terran Union protectorates in peaceful cooperation.

Continued attacks on Terran Union enclave colonies highlighted the dangers of settling an already-inhabited world.

It was strange that the Sutharian Mandate, the closest civilization to the Terran Union's "Northern" border, would be the last one to have established contact. Spiritual pacifists, the Sutharian Mandate was more than happy to sign a non-aggression treaty and to trade star charts with the Terran Union.

Over Courney Shoebottom's term as chancellor, 15 new technologies were developed. While they covered a swath of different areas, most were utilized in updating and upkeeping the Terran Union fleet.

End of Century Mini-Update


Well, since we're reaching the end of the 23rd century, I thought that it might be nice/helpful to have a quick summary/overview post.

Unsurprisingly, the fallen empires are the most powerful civilizations around.
The Hydari Cartel and Sovereign Yibrak Clans are rated as Superior/Equivilent, but this is entirely because I haven't built anything besides corvettes or researched weapons much.
The rest are, well, not even vaguely great powers.
If that last civilization looks unfamiliar, it is because I haven't posted anything about them. They're a recently self-enlightened civilization that are squashed between the Terran Union and the Hydari Cartel.

So, yeah, humanity has a pretty distinct numbers advantage over any other civilization. However, given that I'm playing on Insane Difficulty, citizens of non-player-vassal empires get a +100% production bonus to energy & material production, research points, and fleet size. I'm going to have to outnumber a civilization 2:1 just to keep up. Things are going really well right now, but I am terrified if the fallen empires 'awaken' before I can put up a decent fight.

So, yeah, I have a /few/ survey ships. I have researched auto-explore, but I haven't used it yet. I don't think that I will.

These are /really/ easy to overlook, but are actually one of my favorite additions of Leviathans. I definitely prefer this model over how strategic resources were presented in Stellaris at release. I almost wish that there were stacking bonuses, but I recognize how potentially unbalanced that could become.

6 Continental, 5 Tropical, 5 Ocean, 1 Gaia
As you can see, every planet is outfitted with a level 2 spaceport and solar panels. This was mostly done to buff my fleet capacity, but was kept under level 3 until I'm ready to start rolling out destroyers. I have battleships researched, and I know for a fact that other civilizations are using them, but I've been hesitant out of fear of awakening a fallen empire.

Not a bad century so far!
I've been enjoying seeing so many different survey events (although at this point it feels like I'm farming for them), and have been really getting a kick out of watching new civilizations emerge dynamically. Would love to hear feedback, thoughts, & ideas. I'm excited to keep moving forward.​

Glad to hear it!
I've included a hastily edited screenshot at the end of this update to indicate my current expansion plans. Besides moving into the few open areas left, I'm also planning on expanding through integrating my protectorates once they become vassals. As far as war goes, I'm thinking that I'll begin mobilizing a little more - but that I'm ultimately going to try to wait until it comes to me.
Those Sutharians are really ugly looking fellahs.:p
There's a really odd graphics glitch that keeps giving them human hairstyles that don't fit on their ridged heads properly. It's always a little alarming to see them accompanied by floating hairpieces.

Chancellor Avani Potti assumed power at a time of relative stability, although most of the Terran Union's political authority was being exercised in maintaining a large number of outposts studying pre-FTL civilizations. This century-old priority would be reassessed during the Potti administration.
Former Chancellor Shoebottom would assume Avani Potti's former command on the TUN Equinox.


The Caloctora Progenitors liked the Terran Union. Quite a lot. So much, in fact, that they deigned it necessary to donate a 'Custodian II' class Battlecruiser to Fleet Yamada. For the time being, the Benevolence outshone anything that humanity -or any younger race- could manage to construct on their own.

When the capitol of the First League was finally divined, every survey captain and admiral in the Terran Union was jumping at the chance to go.
...but the only way to Fen Habbanis was through space controlled by the Xaplo Remnant.
Frustratingly, the mystery would have to live on for a while longer.

Reassured by the Terran Union's lack of aggression, the Bos'Pachtux normalized relations with humanity - though improving those relations further would prove difficult.

As before, all outposts in the Obskyke system were destroyed. Afterwards, the Wraith fled for unsettled territories and would not be seen for the rest of Chancellor Avani Potti's term in office.

Shortly after their discovery by a Terran Union survey ship, the Rixi made their own way to the stars. Viciously unfriendly, but posing no immediate danger, they were left alone.

Since their technological enlightenment, the Groknaploran had proved themselves to be the most powerful of the Terran Union protectorates. With news that they had reached a technological level beginning to resemble humanity's, it was decided that they should be granted an increased degree of autonomy - and that the process of integrating them into the Terran Union proper should begin immediately.

To that end, resources were diverted from several Terran Union Frontier Outposts.

When frontier outposts near the Imperial Jogollwa Systems were scuttled, they responded by reaching out to the Terran Union in an attempt to normalize relations. Just over a year later, they had signed on as a new protectorate.

Unfortunately, the Qix'Lufran Star Republic would have to share the Serpress system with the Terran Union.

This lost species, the Ox'Braxi, would be joining the Human volunteers at the Caloctora 'Endangered Species Preserve'.


Following her memorial, the Schinik System was renamed in the former Chancellor's honor. The Schinik system was home to promising Bokasheran, who were expected to make great eventual additions to the Terran Union.

Replacing Erica McGillis was Doctor Xib, a Fafossan scientist hired from the Curator Sigma Enclave. Incredibly talented and well studied, Doctor Xib was an excellent addition to the Terran Union academic community.

Although most of these technologies were aimed at improvement of Terran Union colonies, an increasing movement was growing to develop the Union's military capabilities.

Song Ouyang had been born the year that the Terran Union was taking its first steps into the wider galaxy, and he had led it as Chancellor once before. Following his election, former Chancellor Potti was given command of the TUN Equinox. Elected as a reaction to the scuttling of frontier outposts dedicated to the study and enlightenment of pre-FTL civilizations, it was expected that his return would mark a revision to Avani Potti's more selective policies. Time, however, had tempered Song's passions and experience had taught him patience. As ever, Song was a hardy industrialist and a friend to miners' unions throughout the Union. Song would die in office of natural causes, at the old age of 113 years old. No system was named after Song, as one already was named after his family during Hiroto Yamada's second term as chancellor.

It was no longer newsworthy for a new civilization to be discovered on a world orbiting a previously unexplored star, far from the human homeworld. For these minor civilizations to receive any recognition beyond a quietly orbiting observation platform, they needed to embody certain values - as had been outlined by Chancellor Radoslav Dragomirov in the 2250s.

Chancellor Shoebottom had been the last to serve out her term in office entirely during the 23rd century. During her administration, the number of scientific survey vessels had been increased - and humanity's adventure into the unknown expanded.

Although the fleet was larger than ever, and the first Terran Union destroyers were joining the fleet, it was still considered too dangerous to go after this illusive and persistent creature.


The Bos'Pachtux were rapidly expanding across the 'northern' rim of the galaxy, and increasing eager to secure humanity's non-interference.

The Obevni Union and the Mandate of Nembus became the newest additions to the community of civilizations enlightened by the Terran Union.

8 new technologies were developed during Song Ouyang's last term in office. Although many of these were intended to better organize the Terran Union's bureaucracy, there were significant investments in improved torpedo technologies.

For over sixty years, Olivier led of much of the Terran Union's investiagtions into new engineering technologies. Using his deep connections and passion for exploring new frontiers, Chancellor Olivier worked to continue expanding the borders of the Terran Union - an increasingly difficult task as less and less real-estate was left unclaimed.
Replacing Olivier in his former position was Ri-Gu, the first Groknaploran to hold political office in the Terran Union.

Just as Terran Union survey ships worked to explore the last unexplored quadrant, and the administration strambling to claim uncolonized systems, so too was the diplomatic corp working hard at opening new worlds up to settlement - even if they weren't under the administration of the Union.

The first of the last new civilizations to be discovered was the Yax'Kalock Star Council, protectorate -along with the Fjasivlin Imperium- of the Coalition of Qavborvurg. The Coalition were in no way unreasonable hosts, and quickly agreed to share star charts - as well as sign a Non-Aggression Pact. Although there were still a few systems left unexplored, these star charts would save the Terran Union survey fleet many years of work.
Soon after, contact was made with the Riggan Commerce Exchange, the Curator Lambda Enclave, as well as the ancient keepers of knowledge of Valurt Chroniclers.

Purple rain, a moon crashing onto its parent planet, dimensional kidnapping, drag racing, floral fascination (nipped in the bud), and discovery of Cybrex Alpha.

This was the first conflict between stellar empires witnessed by the member species of the Terran Union, and was a frightening indication of what may come to pass when there are no worlds left unclaimed.
The Box'Pachtux Cartel was able to field a fleet much larger than that of the Hegemony of Pithria, having many decades of development and exploration backing their sciences and industries. While immediate annexation was not enforced, the enforcement of Protectorate status more-or-less guaranteed the Hegemony's eventual loss of independence.

Survey reports from the Coalition of Qavborvurg alerted the survey ships of the Terran Union to avoid Yannock's Maw - home to some horrific entity forcing its way into our reality from another dimension.
In 2321, the Spectral Wraith was spotted making way for the Kazoo System - a luckily uninhabited place.

Guinea and Sierra da la Plata were both located between the Bos'Pachtux and Hydari Cartels. Although the mid-section of that arm of the galaxy had been left unexplored due to dangerous native fauna, it was decided by the Montaignac administration that the creation of a buffer zone between the two civilizations must be facilitated by the Terran Union in order to better guarantee galactic peace.

62 years after going missing, signs of the Terran Union's lost scientist began to appear again on Joy.
Shortly after, a smuggler ring hiding among the Sildor was forcibly put down.

7 new technologies were developed during this administration. While the majority would aid new colonies, the most significant would aid leadership, research, and ship armor.

When Salvadore Torres excelled, his triumphs were almost without peer. So too, when he failed, were his failures just as pronounced.
In many ways, it could be argued that Chancellor Torres was one of the greatest: the elimination of the Spectral Wraith, the surge in newly colonized worlds, and Terran association with the Righteous Entente. Still, all of these accomplishments bore the weight of the shadow of the Drake Decimation - the easily avoidable loss of 9/10ths of Fleet Yamada.
During his term in office, and for years after, the quality of his chancellorship would be a subject of great debate.

Former Chancellor Montaignac was happy to return to his research - and would spearhead an astounding period of research into new missile technologies.

The Coalition of Qavborvurg began the long process of integrating the Fjasivlin Imperium in 2324.

Seemingly in a response to the integration of the Fjasivlin Imperium by the Coalition of Qavborvurg and the recent Bos'Pachtux acquisition of the Hegemony of Pithria, the Andigonj and Yibrak formed the Federation known as the 'Righteous Entene'. Many other civilizations, like the Terran Union, were invited to become associate members - which most of the galactic community readily and eagerly accepted.

What was expected to be a long and bloody conflict, but turned into a Terran-dominated assault, the Wraith of Obskyke was hunted down and destroyed by Fleet Yamada.
Emboldened by this victory, Chancellor Torres gave the order to 'clear out' native fauna across Terran Union space. With time, and the elimination of most minor threats, Chancellor Torres would encourage the pursuit and increasingly dangerous targets.

Although a few of these worlds were freed up by the destruction of space fauna, the vast majority had only recently become habitable as a result of decades-long terraforming projects.

The acquisition of another Gaia-class planet helped to persuade previously hesitant civilizations to open migration rights with the Terran Union.

A new, and rather disagreeable, protectorate of the Sutharian Mandate.

Maybe the Caloctora could make use of this?

Although the Hydari Cartel was not prepared to sign a similar agreement, as they have technological superiority in physics AND engineering, other civilizations proved to be more open to negotiation - even if, comparatively, they had little to offer.

While at first a nuisance, these forests were turned into an asset.

Not only were they easy to modify genetically, the Sakyt were also easily moulded culturally.

The remains of the asteroid would be utilized as raw material for the expansion of the new colony on Congo.

For the time being, the Terran Union continued to watch Joy and wait with curious anticipation.

For every 10 sent against this beast, 1 returned. Fleet Yamada, once one of the strongest in the galaxy, was reduced to a state where it couldn't contend with the fleet of a single protectorate. Although Chancellor Torres had, otherwise, succeeded greatly in his role as chancellor - allowing this to happen was damning. It would take years of work to rebuild the fleet, and years more to repair the damage done to the Terran Union's reputation.

Several other recently signed treaties were annulled as well. For brevity's sake, the record of them being signed in the first place has been removed.
If the fleet could not be reconstructed, things could get much worse very quickly.

Fleet enhancement and warfare were the priorities of the Torres administration, and the research projects undertaken during that time reflected those values clearly.

Yeah, definitely. For the time being, I've just been frantically pouring whatever I have into rebuilding the fleet.

Chancellor Salma's administration had one goal: the restoration of the fleet - with a strong heart of Terran Union cruisers. The failures of her predecessors resigned her chancellorship to one of frantic recovery and growing fear.

As the fleet was repaired and rebuilt, some treaties were restored.

Others continued to deteriorate.

The Terran Union's decades-long investment into terraforming was capitalized on aggressively during the al-Qadi administration.

The Twax'Ihdar, like the Groknaplorans before them, were rewarded for their diligence with integration into the greater Terran Union.

Although the Terran Union does not have any policies forbidding the direct interference with a native civilization, the natives of Joy had not been approved for enlightenment.

The Yibrak were keen to expand their domain. First, by integrating their vassal.

And then, later, through force.

The Terran Union continued to expand by uplifting agreeable civilizations.

Xenoarchaeological projects on protectorate worlds have led to the discovery of the Yuht: another forgotten precursor civilization.

These titans, native to newly colonized Memphis, promised to be an extraordinary fighting force.

These resources were immediately spent on new cruisers, destroyers, and corvettes.

Within a year, the Khessam declared war on the Bos'Pachtux Cartel - a civilization on the opposite end of the galaxy. Following this declaration, debates within the Terran Union sparked off regarding if the Khessam fleets should be allowed access through Terran Union space.
Unexpectedly, the request never came.

The Yapathi were a new civilization, born into the heart of space claimed by the Qavborvurg.

Survey craft traveling near Bos'Pachtux space noticed signatures of massive fleet movements. When a ship was sent to investigate the Bos'Pachtux capital, they sent back a report of an absolutely massive Khessam fleet bombarding the planet from orbit. Although no assistance could be granted, the survey ship was ordered to stay in the system and wait for further developments.

Possibly due to the recent Khessam aggression, the Sutharian Confederation joined the Righteous Entente as a full member.

Even the greatest minds of the Terran Union could not fathom how the Khessam could build something so massive.
By itself, it possessed nearly the same power as the entire Terran Union fleet.
News of this new vessel spread through the Terran Union in hushed whispers and terrified calls to action.
No one could face this threat. Definitely not alone, and possibly not even united.

Unsurprisingly, most the Terran Union's research was focused on military development.
