I'm playing the Donghai, and I noticed that my army receives a penalty whenever they fight on non-flat terrain. I don't have any issues with that, in fact, I actually like it because it adds some realism to warfare. My issue with this penalty is that it's inconsistent because it applies to the nomads only. Another issue is that it affects the entire army both the infantry and cavalry maybe even the artillery, but I haven't gotten artillery yet so I wouldn't know.

I think the terrain penalty should be looked at and possibly overhauled to make it more realistic and consistent. Instead of the attacker dice roll penalty how about making the terrain affect the damage output of the three types of units in the game? For example, cavalry units on both sides, regardless of their tech group, will receive a penalty if they're fighting on terrains like forest or mountains. Infantry units on the other hand will receive a boost in combat ability on forest and wood terrains because they can easily maneuver in those environments as well as conceal themselves among the foliage.

It just makes sense that the terrain should affect each of the unit types in positive or negative ways to highlight their strengths and weaknesses! The attacker dice roll penalty is too broad, one-sided, and it doesn't give the terrains any character to make it stand out!

It's just a suggestion! Honestly, I haven't given it a lot of thought. My hope here is that maybe it'll light a spark and the dev team can take it from there!

The terrain penalty system should receive an overhaul as it was probably the most important factor in warfare back then and is now relegated to some comparatively small modifiers. Making terrain impact strategic movement and logistics as well as the battle itself would completely change the way we perceive warfare in this game to the better.

There in CK2 were modifiers connected with parameters of target units (bonuses and maluses for eg. archers, pikiniers etc.). Something similar can have place also in EU4. Flat terrain bonus for cav. shock, forests maluses in fire for all etc.
