Seems like a simple enough suggestion. Arctic tundra seems like terrain that would be significantly harder to proselytize in than temperate farmland. Maybe a modifier similar to development cost could be applied to such regions.

Are you proposing that harsh climate produces more fanatics and mild climate soft and spiritually-weak people?

I think that cultural impact plays much more important role, and since actually farmlands are more densily populated and as result have better chance to become more developed (in cultural sense) the opposite might be true.

I'm saying that getting missionaries to remote villages in mountains, forests, or tundras is more difficult than going to the nearest town and starting to preach. The difficulty of converting densely populated areas is already modeled by development.

Since conversion time is affected by development, and development is affected by terrain, is this not already the case? And does a missionary need to cross mountains to convert itinerant dirt farmers, or do they need to convert the ruling lords and the influential in the major city(ies)? Religion of a province is an abstraction and I think the missionary time fits that level of abstraction well enough for now.

At least in the past there ARE missionary strength modifiers in the terrain modifiers file, they just are not activated, much like the defensiveness bonuses were not until some patches ago. Why they have not been activated I do not know. Personally considering how these modifiers would help isolated religions like paganism in South Asia or Judaism in Ethiopia survive longer, I would support the change.
