Terraforming inhabited world changes district configuration.

Is this working as intended? As it stands i just lost all my non city districts and had the configuration change upon terraforming the planet.

Gaia terraforming is bugged in 2.2. Specifically, it removes features that give a +1 district. It's a known problem.
