Is it 'working as designed' or a bug where if you terraform a planet with a pre-sentient species, they get erased from the planet?

If WAD, then it's a good method for removing the native infestation from a potential colony.

You have to get fertilizer for the new soil from somewhere...

Yeah it was meant to do that, there was a dev diary about the changes to terraforming, now only if it got rid of tribal people.
