Terraforming colonized planets? (With mods if need be)

So I keep running into this problem with getting Terraforming really, really late - Like 300 naval power worth of Battleships late. Which means I have by this point already settled some 30-40 planets with minimal habitability scores.

Used to be that you could terraform planets that people lived on (What a strange concept, considering how we can build megastructures in space, and literally move objects with our minds - slight rant), but that has since then been "balanced" away.

Now as I see it I have three choices.

1: Force people off of these worlds (at least the big, juicy ones) and risk losing territory to other empires while praying I can terraform these planets.

2: Choose not to colonize these until I get terraforming tech (which so far as been a losing gamble) and risk other empires eating them up, forcing me to play VERY tall.

3: Find a mod or somehow re-enable the "populated terraforming" behaviour in code (if possible at all), which is the purpose of this thread. I've tried looking at the workshop, but I can't seem to find any mods that allow this (updated or otherwise)

So I keep running into this problem with getting Terraforming really, really late
Had the tech show up in both my 2 Utopia games (4 hours total) before 40 years. Must be bad luck on your side, or maybe you're missing prequesites.

The only pre-req is having the new worlds initiative, which didn't happen until very late - I got the private ships from Unity perks very fast.

I would welcome ability to terraform colonized worlds (even by un-colonizing them, or making pops unhappy like it used to be, or relocating pops and then placing lone robot on the planet) in the base game.

Being unable to fix forced 'mistakes' of early expansion hurts a bit.

You mean the base tech for colonization that you already start with at 1.5?

Helping me point here - If it's such an early tech, why should it ever be possible to "hide" until that late in the game. I had fleets that could glass entire empires in no time at all by the time the researchers finally let me terraform even basic worlds.

I'd definitely pay the consequences for being able to re-locate planets properly. Leave the influence somewhat intact while the process is ongoing. Heck even having to construct an orbital station to house the pops temporarily would be fine - potential riots too. But not being able to turn a 40% habitable world into my core type in a reasonable manner doesn't just feel odd, it feels unimmersive.

I'm helping the point that the system is completely fine and you either missed the tech the few times it showed, found a bug, or are subject to an edge case of RNG.

All three of these options do not imply that the system is broken or requires changes (except if it's about fixing what could be a bug).

Oh I didn't miss it - It just never appeared. And that's a problem considering how vital of a tech it is compared to its placement in the tech tree. Regardless I wasn't complaining about bad RNG, but asking for a way to get around it - possibly through the use of means.

move to a sector. create vassal out of it. free. declare war - cleanse. terraform and colonize

Or I could just abandon the worlds... much simpler ;)
