I noticed something that isn't possible yet in-game but i think that would be good to add...
In real life exist one more way to face noise from traffic etc

They add small hills (mound) and their role is anti noise action. Why isn't this possible in CS ?
earth mould via terraforming tool should be as well, don't you think ?

@co_martsu, just add some antinoise action as for trees, but to the earth :)

Only streets with trees reduce noise and not the trees you can plant anywhere. They also should reduce noise sligthly.

I second the idea to add more possibilities in gameplay to reduce noise.
I could imagine a way to individually upgrade buildings like the train cargo terminal with noise barriers, or policies that trains / metro have to use damped train wheels, lower speed, ...
Or policies to use window glasses with anti noise in 2 variants
a) the mayor pays with his budget / house
b) the People have to pay themself, but happiness is reduced
this policy could also increase land value

Or an upgrade for every street to add noise barriers, or noise barriers to build like trees everywhere you want.

Another idea:
upgrade industrial zones to high tech industry Zone specialization which reduces Pollution and reduces tax income a bit, high tech industry needs highly educated workers
so by building the hadron collider you simply specialize a industry Zone to high tech, and that's it, you reduced noise Pollution, maybe land pollution and educated workers will go to industry
